Dear Superintendent MacDonald and Commissioner Boniface:

Thank you for your letters of February 14, 2006 ("this matter shall not be dealt with further and the file is closed"), and February 27, 2006 ("The matter you reference falls under the responsibility of the Marine Unit of the Ontario Provincial Police and I have forwarded your concerns to their attention.") I have also submitted the Fax below, to the OCCPS, as you suggested in your letter of February 14, 2006.

To date there has been no response from either the OCCPS or the Marine Unit of the Ontario Provincial Police. Commissioner Bonifice and yourself have been informed, many times, that soon, May 2006, innocent citizens and children will be left in the water to die after being lured into canoes and kayaks by deliberate rescue fraud. The OPP Marine Unit does not follow canoes and kayaks to save lives, when they capsize.

OPP Schlorff and, no doubt, some other contaminated members of the Marine Unit degrade these dead victims, blaming them for their own agonizing deaths; while deliberately preventing them from the simple means to escape the deadly waters, without any previous experience or instruction, like any 10 year old girls, in the pictures below.

It is the responsibility of the Ontario Provincial Police to protect citizens and their children from criminal acts; such as the deliberate and reckless endangerment of human lives, contrary to s. 220 (b) of the Criminal Code of Canada. See also Criminal Code 219. (1) Every one is criminally negligent who (a) in doing anything, or (b) in omitting to do anything that it is his duty to do, shows wanton or reckless disregard for the lives or safety of other persons.

The Marine Unit of the Ontario Provincial Police has been criminally negligent for many years and well over 100 deaths. You will note this fact elsewhere in this book, as well as this Fax to you, also in this book: http://www.canoekayaksafety.com/appendix.html

You and Commissioner Boniface will also note a supplementary appendix dedicated to documentation of OPP behavior in this historically unique and very deadly OPP endorsed scam, perpetrated by OPP Schlorff and others, whose links to Pamela Dillon in the email to OPP Falls, ensure that approximately 90 American men, women and children will die due to OPP actions, as well as about 25 Canadians: (http://www.canoekayaksafety.com/appendix3.html)

About 20 American and Canadian Children will die in 2006, due to the direct involvement of the OPP. Otherwise, I can stop these murders with a carefully and strategically placed email program, that I have proven many times, over many years. I am a very experienced social scientist and retired family therapist. If you want proof, think about where you are reading this, and where I am. I do not dislike you, OPP Schlorff or Commissioner Boniface. I do wish you all were more intelligent. (No reason to become defensive, either. My SAT scores, university transcripts and unique life experiences do not mean that you should resent this. Just more facts for you, with specific scientific hypotheses linked to this study.)

Please don't murder the expected 120 American and Canadian citizens, including about 20 children, choking in terror as they die agonizing deaths that are easily avoided, and we are all on the same watery course. But please pay attention to the social science research in this book. You are part of the study. You are on the Internet, the most powerful communication device in human history.

The thousands of pages documenting Ontario Attorney General Bryant and OPP Minister Kwinter endorsing the murders of many children in 2005, to protect Liberal Deputy PM McLellan still exist on links from this book. I was not able to help the Wilkinson and McKemie families, nor the families of the 3 boys who were murdered on May 20, 2005 in Manitoba, only 3 days after I told Kwinter and Bryant that this would occur on the May 24th weekend. The OPP illegally stole this computer and all files a few days later, using invalidated s. 301 CCC, that would find newspapers guilty of publishing "the truth"! (What do you expect of a law from 1892 to prevent duelling?)  I was the 8th person in Canada since 1892 charged with s. 301, making me very conspicuous indeed!

Timing of information is very important to grieving families in these horrendous tragedies. Their Charter Rights were cheated by the OPP in various ways: the right to life and security, as well as the information regarding Ontario government complicity in the deaths.

About 6 canoe and kayak deaths occur on this weekend annually, somtimes more. I have been alerting members of Parliament in Canada to this fact for nearly 5 years.

Murderers who are not endorsed by the OPP will not stand long in the US, nor in Canada. This is a simple principle: remove sanctions for murder in Canada and You know that the murder rate would rise.

You have seen the evidence: The Email to OPP Falls from Pamela Dillon of the American Canoe Association. (Dillon has facilitated hundreds of American murders. Bonnie Parker (or Faye Dunaway) of "Bonnie and Clyde", was a pussycat.) When you interview these people, you will see the same "blaming the victims", "they deserved their fate" etc., that horribly criminal groups in history, such as Nazis at the Nuremberg Trials also exhibited. The Nazis are not the worst in absolute scale of mass murder. They are merely the best documented. Germany, before the rise of the Nazis, was the pinnacle of science and the arts. They were far ahead in jet aircraft, ICBM missiles, etc. So with the fall of Hitler, there is enormous documentation available from German archives, recently released in Moscow, as well as the Allied documents.

I want you to read this book Superintendent MacDonald; because Ipperwash is only a symptom of the OPP. I truly believe that 99% of OPP officers are decent people. I know officers who support my mission because they want to save as many lives as possible; but of course they are not permitted to speak. I would recommend your reading of  "My War" by Colby Buzzell. The treatment of this soldier in Iraq reflects my pleasant days with the U.S. Special Forces kayakers at Fort Devens, Massachusetts in 1994. Freedom of speech is valuable to all Americans. It is not, in Ontario; despite horribly agonizing deaths suffered in canoes and kayaks in this blatant OPP scam. Ontario has nearly 50% of all of the Canadian deaths annually. Many are children. Now you murder Americans!

You understand of course that OPP Falls has threatened me to stop sending emails to Dillon and the American Canoe Association, that would prevent these deaths. This book contains references to about 5% of the specific tactics, mostly emails, to groups who were openly advocating the reckless endangerment of citizens. As you would expect from law enforcement: Apply sanctions to a group who wish to harm others, in this case mere "labelling" of the murderous effects of their behavior; and most cease to make their names available to scrutiny on the internet.

(I continue to infiltrate a few "closet" canoe and kayak groups, who do, what to myself as a former YMCA counsellor, canoe instructor, and Scoutmaster, is criminal: knowingly and recklessly endangering innocent human lives in Canada and the U.S.) I have thousands of pages of evidence, of course. But the main perpetrators are only a very small group, as the American Canoe Association admits, compared to the paddling public at risk.

Only a few groups remain, quite small in size, about 2 dozen "perpetrators" in total, like a small pedophile ring. If they were not protected by the OPP, they would soon scurry! I use these people as a control group, with respect to the findings of my studies, that are published as this book.

One aspect of my lawful actions against a half-dozen in the American Canoe Association, is the cancellation of their insurance policy with American Specialty Insurance. Another aspect is the eventual collapse of the American Canoe Association itself, already on shaky economic ground; as are the above criminally reckless groups, against public safety and the value of human life. No organization in North America can sustain repeated and truthful statements regarding the torturing of American or Canadian children. Unless the OPP continues to protect this obvious murder scam. OPP Falls, yourself, and Commissioner Boniface insist on perpetuating these cruel murders that would make Himmler and Goering proud; otherwise most lives will be saved.

Any 10 year old girls can save themselves without instruction or experience, and rescue disabled Adults! They can spill most of the water out, as shown in the pictures, when airbag sponsons are set normally, like the lower sponson. In fact it is impossible to flood any canoe over the gunwales when these sponsons are normally set. The only way to create airbag sponson pictures AS SHOWN, with a fully flooded canoe, is to set one sponson higher, so one gunwale is always underwater. Simple science.

Insurance companies are not stupid. They are being scammed in the U.S. and Canada now, by the OPP denying this information to them and the families of the dead. Read this book, particularly the Milgram studies at Yale, featured in Chapter 7.

The OPP, like any human group, can find any number of reasons to degrade, torture and murder any "identifiable group." The Milgram experiments that are used by the US Military, and most of the sophisticated police forces in the U.S., Europe, and the "free world", have been forgotten by the OPP. Sergeant Schlorff and RCMP Lecuyer are examples of how police officers, in an effort "to fit in and contribute" to deadly organizations such as the Canadian Safe Boating Council (CSBC), have lent police endorsement, when the opposite should occur. Now RCMP Lecuyer, OPP Schlorff, OPP Superintendent Ken MacDonald, OPP Commissioner Boniface, and OPP Det. Con. Falls stand to deliberately murder about 120 Canadians and Americans in 2006.

Why deprive the public of  $25 safety devices that save 10 year girls, without any instruction or experience ($$$) and save US Military Kayakers?

The world awaits this answer. I believe the OPP is an incompetent organization at the top. In the same time period as Ipperwash, the OPP charged violently into OPSEU crowds at Queen's Park and received considerable censure from the Chief of Police in Toronto. As I say, there is large evidence of OPP incompetence over the past decade and more. Ipperwash was a symptom. The12 Ontario citizens murdered in 2005 and 2004, in canoes and kayaks, by criminal OPP actions, plus 108 elsewhere in North America; and the 120 about to be murdered in 2006, are huge evidence of Crimes Against Humanity. The OPP must always earn respect from its' citizens. Earning respect never stops for anyone, even the OPP.

I can help out by driving to OPP headquarters anytime. But if you want to murder citizens, then my data on the OPP shows strong evidence of  "Gestapo" tactics against "identifiable groups". None are more vulnerable than innocent citizens in canoes and kayaks. And the extreme cruelty of these deaths is obvious to any normal person. The evidence here shows that the OPP endorses the torturing to death of these victims and then blames them for not rescuing themselves like the 10 year old girls! Attorney General Bryant and Monte Kwinter, Minister of the OPP and Public Safety, have been warned since 2004 about these facts! All MPPs in Ontario have these emails.

*One irony here is that my emails are of absolutely no concern to American police. The emails are constitutionally lawful (as they are in Canada under the Charter of Rights and Freedoms.) American police see that these emails are truthful in content and the American Canoe Association deserves no protection to murder children. * See my reference to "freedom of speech" regarding Colby Buzzell as a U.S. soldier, and his book on Iraq: "My War".

The OPP wants Schlorff and the others to continue the torture. (I have thousands of pages of this documentation. The OPP looks more like a Gestapo than a normal police force. Ipperwash was only one symptom.) It is quite irrelevant whether or not Premier Harris ordered the OPP against the one dozen native men, women, and children, on their own burial ground. The OPP acted like Gestapo, in a egregiously violent and frankly, stupid action that could not be described as competent policing by anyone but a racist.

Now you cruelly murder kids in canoes, against their Charter rights, against my Charter rights, and against the Constitutional Rights of 180 Americans (2005 and 2006), tortured to death by OPP Schlorff and his cult(s).

You Superintendent MacDonald  (like Superintendent K.C. Smith before you) and Commissioner Boniface have entered your names in the pages of history. The conviction under s. 220 (a) of the unfortunately but recently deceased OPP officer Deane at Ipperwash, is tiny in comparison; as I have told you before. Simple human decency should normally cause the OPP or any normal police force to act, as defined by s. 219.

You appear to want to torture innocent citizens to death, in a very public way. You can't cover-up for OPP Schlorff and over 100 deaths. Nor OPP Minister Kwinter who seems to hate Girl Guides as well as other children. You can't cover for AG Bryant whose actions differ from Himmler and Goering only in scale and the target, that does not specify Jewish, "gay", or political people. The "identifiable group" selected to be tortured to death by the OPP in 2006, as in 2005, is about 120 American and Canadian men, women and children in canoes and kayaks. You want to go to court with this?

Your actions target innocent dying citizens, degraded by government propaganda, and left to die in the water (unlike any 10 year old girls in the pictures.) I suggest that you correct the OPP soon. Only your "good" behavior now will make an historical difference.

"Note that normally both airbags or sponsons are set up like the lower sponson, so leaning on one will spill most of the water out. (These picture have one set high to demonstrate total flooding.) These 10 year old girls can rescue themselves and  disabled or obese adults without instruction or experience: the victims only have to crawl over the gunwale before being paddled to shore at 2 knots. These CO2 airbags or sponsons fit into a container the size of 2 small adult fists, and can blend into canoe gunwales or kayak hull forms, to be almost un-noticeable, at 1 lb. and $25 each!

Dear OPP Commissioner Fantino:

The families of these victims are often left with no energy to pursue the wrongful deaths of their loved ones, especially when the media and even family members unintentionally cast shadows on the behaviors of the victims. For example, Mr. Kyle was a "poor swimmer" although he was wearing a PFD and most paddlers are poor swimmers, like the general population: "he should not have been canoeing", "he should not have been canoeing outside of hot summer days", etc. In fact, the hottest days and nights of July and August would not have saved these victims. Deaths occur all year round in Florida in 70 degree Fahrenheit waters; since body heat loss in water is 25 times the heat loss rate in air. It does not take long for normal body temperature (about 98.6 F.) to drop a few degrees, sufficient to prevent effective use of hands and limbs in minutes. Soon irregular heartbeat, poor blood flow to the brain, and unconsciousness results: face falling into the water, causing drowning. The Girl Guides did not die of drowning since their heads were held out of the water: they were declared "brain dead" when they reached hospital, due to lack of blood to their brains.

The blaming of victims for their own misfortune is a common crime. Mr. Kyle fought against this injustice while he worked  against large, corrupt insurance companies, for many hundreds of victims. The US and Canadian canoe and kayak safety fraud results in approximately 90 US deaths annually, about 25 in Canada. See the USCG Office of Boating Safety website. The USCG has had the US Special Forces 10th Airbourne Sponsons Study since 1994. The US military kayakers used sponsons or improvised beam buoyancy to tranform a kayak into an effective rescue craft despite total flooding inside. Arctic peoples used "balance bags" and less effective types of beam buoyancy for thousands of years (We must remember they could not hold buoyancy airbags against the hull without worry over rubbing through the thin sealskin sides of their lightweight craft, unlike modern canoes and kayaks.) Modern beam buoyancy sponsons, air bags or foam blocks, etc. transform any kind of canoe or kayak into a superior rescue vehicle; far superior in speed, maneuverability, weight, capacity, and even cost, to the primitive floating platforms used by police and fire departments to rescue victims from the water after falling through the ice, or other tricky whitewater and surf rescues that helicopters cannot perform.

INDEPENDENCE, Va. — The body of a Tampa Bay Devil Rays minor-league pitcher missing after his canoe capsized over the weekend was found Thursday. (The Toronto Star, October 26, 2006) This young man was trapped underwater and he died an agonizing but fairly quick death compared to Mr. Kyle and eight year old Nicholas, who watched each other slowly die in fear and terror; Nicholas dying first since his body core, like the small, eleven-year-old Girl Guides, cooled much faster than his loving Dad.

You may wonder why Canadian Cabinet Ministers have permitted and even endorsed the deaths of the Girl Guides over many years, denying these children any means to escape horrible deaths, fearing they would never see their families again, and scarring the surviving Girl Guides for life. In Canada, as in the US, if a dollar can be made, even if it is profit in body bags, or even profit in increased police and government budget funds; this reckless taking of human life will continue. In Ireland, former OPP Commisioner Gwen Boniface now advises that country on police matters, carrying her legacy of over 150 Canadian canoe and kayak deaths since OPP Inspector K.C. Smith, OPP Sgt. Schlorff, and numerous Transport Canada and Canadian Coast Guard officials were warned in year 2000 regarding this criminal behavior. A dedicated CCG Search and Rescue officer was disciplined in August 1994 by Transport Canada's Superintendent of Boating Safety Jon Churchill, for "whistle-blowing" on these deaths, regarding the US military Sponson Study and the CCG Sponson Study (that I still retain in major parts as well as the original copy of the US Military study.)

The RCMP, Royal Canadian Mounted Police (21,000 officers, acting similarly to the FBI, in Canada) and the OPP, Ontario Provincial Police (8,000 officers) have delegated OPP Sgt. Schlorff and RCMP officer Lecuyer to work with Transport Canada officials, as members of the Canadian Marine Advisory Council since year 2000. This Council rejected the 40 recommendations of the Coroner's Jury for the Girl Guides, including a pole with a radar reflector to be planted on an overturned canoe. This jury rejected any means for the Girl Guides to escape the water immediately, themselves, unconditionally, without practice or expensive and fraudulent instruction; despite numerous faxes from me to the courthouse, coroner, crown attorney and attending lawyers. The families were devastated by a "whitewash", blaming the victims regarding the "dangers of hypothermia" (as if these children did not know!) Family victims, weak from grief, were mis-represented by "small town" legal counsel. Ontario Cabinet Minister Kwinter, responsible for the Coroner's Office and the OPP, acknowledged all of this in a letter to me. Similarly, I have had much contact with the OPP and RCMP.

The OPP and RCMP created these canoe and kayak deaths and a PFD scam, to encourage the public to both "put a PFD on in the water after capsize" and wear one at all times. (The dead without PFDs, following the scam, are blamed by the OPP and RCMP for their own deaths! But wearing a PFD could not save Mr. Kyle, the Girl Guides, the Darlington School boys from Rome, Georgia,  the 4 Lyme Bay students, and hundreds of others.) US deaths without PFDs have been much lower in percentage of deaths than Canada, for many years, perhaps due to many State imposed PFD wearage laws; although this trend may be changing in the USCG Boating Accident Report Database, BARD, on the US Coast Guard Boating Safety website. I can tell you that the named Canadian officials are attempting to perpetrate this same PFD scam in the National Association of State Boating Law Administrators (OPP Schlorff).

In the US this PFD scam is largely unsuccessful. In fact in Canada and the US, no canoe and kayak authors endorse "putting on a PFD in the water", or even mention it as a safety notion, due to its' obvious dangers: attempting to retrieve them from overturned canoes etc. It is a scam endorsed only by the OPP, RCMP, Transport Canada and the Canadian Safe Boating Council. At headquarters, the National Safe Boating Council in the US, headed by Virgil Chambers, this PFD scam has never been endorsed. Virgil Chambers has phoned me to agree that canoe rescues do not work, but he believed "they did no harm," like any diplomatic lobbyist. Many Americans and young children have no problem understanding Airbags, Sponsons or beam buoyancy. The first comment about the USCG Kayak/Canoe Sponson Study, at the National Association of State Boating Law Administrators' Boats and Associated Equipment Committee:

"7. Review USCG study on supplemental flotation for non-powered craft... Snyder said none of these boats should sink. Boats under 20 feet with outboards must have level flotation why shouldn't paddlecraft?" Thank you Dick Snyder. A voice of
commonsense America. One of many.

US Coast Guard Boating Safety Circular 73* "Establishes level flotation standards on rowboats and outboard boats less than 20 feet in length, the boats most often involved in swamping and capsizing accidents, so that the boat will float level when swamped and provide a safe platform until rescue. 33 CFR 183. Issued April 18, 1977; Effective August 1, 1978." Canada has no Level Flotation Law: Canadian Victims have no platform to escape the water. And victims are told they can put a PFD on in the water after capsize, with no means to pump out or stabilize a canoe or kayak!

Read the articles in Sea Kayaker Magazine and elsewhere on p.17, that point out the lies in this ACA letter. In fact canoes and kayaks cannot be pumped out or stabilized, and victims are left to die in the water!

The American Canoe Association deliberately murders innocent citizens and children in the U.S. and Canada, assisted by OPP Sgt. Schlorff, OPP Inspector K.C. Smith, OPP Det. Const. Falls, OPP Det. Sgt. Christie, OPP Superintendent Ken MacDonald, former OPP Commissioner Boniface and several other OPP officers who teach canoeing and kayaking for personal profit, with no means to escape death. OPP Schlorff and RCMP Lecuyer work closely with Transport Canada's Peter Garapick to ensure maximum numbers of agonizing deaths for children and adults. This is the most despicable murder scam in Canadian and American history, and the only murder scam perpetrated by major police forces in modern history.

Hundreds of books have been published regarding the use of police forces and private industry for the political ends of  Nazi Germany. (The German arms industry was content, and Prescott Bush, grandfather of  President G.W. Bush, made the Bush family fortune by laundering Nazi money for Thyssen in Germany.) These recent books such as "Beethoven's Mask" show how a modern democratic state can be twisted using police and industry for a single fascist group or leader, against the interests of the citizens. Today, in America or Canada the voters have no real choice; since all political parties pander to industry, lobby groups, and police forces that protect these groups. The police do not protect innocent or vulnerable citizens as my research proves repeatedly. Mr. Fantino has much documentation regarding this deliberate OPP murder scam to build up the OPP Marine Unit.

The OPP murder scam protects the American Canoe Association's Pamela Dillon, who deliberately makes canoes and kayaks as dangerous as possible, while stating she is protecting paddlers rights: "All national paddlesports organizations combined comprise just one percent of committed users and a tenth-percent of the total user group...To represent paddlers to regulatory agencies with legitimacy, an organization should represent at least 10 percent of the sport's committed users...The ACA is the paddlesport organization best placed ...to protect paddlers from paddlecraft registration, required education and mandated PFD use...protecting our sport from needless government regulation." (Paddler, Sept./Oct., 2003, p.84)

OPP Commissioner Fantino will note that Hitler started out by insisting that he was just "looking after the rights of innocent citizens deprived of their rights." Only the brilliant Charles Chaplin understood what Hitler intended in his words, as Chaplin pointed out in the 1939 film: "The Little Dictator", before anyone else.

ACA Dillon above is plainly protecting the "rights" of a small interest group, to defraud all citizens with bogus and expensive "safety" instruction, that recklessly endangers and murders in agony many hundreds of citizens and their children. I can easily cause American Specialty Insurance to cancel liability insurance for the ACA (and stop the re-insurers in Minneapolis-St.Paul, who do not want to insure the murders of US or Canadian children.) They would receive these emails and cancel the insurance policies. They do not want to pay these damages in court! But Mr. Fantino and the OPP murder scam are threatening me with arrest (despite my plain and obvious "colour of right", supported even by the lawyers at the Consumer Product Safety Commission in Washington, D.C., who would have intervened long ago if canoes and kayaks were defined as consumer goods instead of boats.) The CPSC is free of the politics within Homeland Security, created by the Bush Whitehouse for propaganda use in the "War on Terror" (creating fiascoes Hurricaine Katrina, The Plum Island bio-weapons laboratory, and mis-directing the U.S. Coast Guard.)

OPP Commissioner Fantino had best stop this OPP murder scam immediately. I noted Oct. 30, 2006 in his press interview at Orillia headquarters, that he has refused to allow the machine gunning of natives at Caledonia, as demanded by the OPP "barrelsuckers" (police jargon for those OPP officers who derive sexual pleasure from shooting unarmed people.)

New OPP Commissioner Fantino must deal with this deadly scandal from OPP Commissioner Boniface in Ireland. It will be interesting to see what the Irish Press makes of Canadian politics and public safety. You will recall the tragic bombing 3 months ago, of a UN post in Lebanon, killing all, including a Canadian soldier. The Irish UN contingent repeatedly asked the Israeli forces to cease targeting the well-marked UN post. Human lives are treated differently by the media in different countries. Much of the RCMP and OPP criminal wrongdoing (including the scandalous torture of several innocent Canadian citizens in Syria by RCMP Commissioner Zaccardelli, who in the 1990's covered-up the RCMP Kingsclear youth training centre sex scandal), is being used by politicians in Ontario and Ottawa to regain Liberal Party power from Conservative Party Prime Minister Harper. (The Liberals are not calling for the arrest of Zaccardelli for political reasons, despite his admissions in the Toronto Star and other newspapers: "How, as a policeman, could you leave someone that you know is innocent in prison?" Toronto Star, Sept. 29, 2006. A2) The Liberals were voted out for corruption and the sponsorship scandal. Harper intends to keep Canadian soldiers dying in Afghanistan for many years; while the UK and US are recognizing the folly of recruiting more terrorists when more civilians are bombed daily, and are thinking of leaving Afghanistan.

Prof. Noam Chomsky at M.I.T. made the famous video in your local public library "The Manufacturing of Consent" decades ago. He used the New York Times motto "All the news that's fit to print" to good effect, but without success. Today however, Prof. Chomsky is recognized by this same paper: "Chomsky is a global phenomenon...perhaps the most widely read voice on foreign policy on the planet." New York Times Book Review. "The world's #1 public intellectual."

Prof. Chomsky studies modern macro-atrocities. I study modern micro-atrocities. The relatively small police forces of Canada are easy to measure empirically, enmeshed for political advantage, to attack Indian protestors on their own land with machine guns at Caledonia (according to the wishes of the Ontario Provincial Police Association, a racist group that has already killed native peoples, documented in the Ipperwash Inquiry and P. Edwards, "One Dead Indian".) RCMP Commissioner Zaccardelli covers-up RCMP sex scandals against Canadian youths, as well as the murders of innocent US children and adults, preventing them from getting out of deadly waters, blatantly denying them any means to pump out or stabilize canoes and kayaks, as documented by all major authors. In November 2004 I spoke to RCMP Christian Tardiff at RCMP headquarters, Newmarket, Ontario regarding Criminal Negligence of the RCMP in canoe and kayak deaths. We discussed the letter from Solicitor-General A. Anne McLellan to me regarding my February 2004 correspondence to her about several officials at Transport Canada, who have deliberately tortured children and adults to death in canoes and kayaks since year 2000 (RCMP Lecuyer, OPP Schlorff, TC Churchill, TC Garapick, TC G. McDonald, TC D. Hache and other facilitators).

OPP Inspector Fox referred to "barrel-suckers" at the Ipperwash Inquiry, those OPP officers deriving sexual pleasure from shooting Native protestors. (There are many decent OPP and RCMP officers, most OPP and RCMP are disgusted by this police pathology.) I have written a book about this phenomenon of the sadistic killing of innocent citizens, including the deliberate OPP/RCMP scam using PFD "in the water instruction", for RCMP/OPP officers and Canadian schoolchildren (below), that is used to blame victims for their own deaths in the water. This scam killed an RCMP officer June 3, 2005, below.

It was 30 years ago, from today Sept. 26, 2006, that seat belt laws applied in Ontario. The concept of protecting lives by means of a simple safety device is very old. Scams to kill victims for the benefit of vested interests are also very old. See the history books regarding American war profits from both sides of the American Civil War, WW One and Two. War is always profitable for some, but always unprofitable for mankind. But even a tiny industry, like the canoe and kayak industry, will indulge the OPP/RCMP scam because the deaths boost their profitability from fraudulent instruction. There are honourable "airbag sponsons" authors like Bill Mason and John Dowd of Canada, and Derek Hutchinson of the UK (after the 4 dead students at Lyme Bay, 2 boys and 2 girls, all 16 years old who died in PFDs in the water since their kayaks just kept re-capsizing, leaving them to agonizing deaths in the water, like the Darlington Schoolboys in Florida 2005, the Canadian Girl Guides 2003, the Temiskaming Schoolboys 1978, and over 1500 dead children and adults since 1994.)

This is an obvious, extremely tragic and inevitable outcome for children on school trips, guide and scout trips, all wearing PFDs since they were not part of the OPP/RCMP PFD scam, that I have documented as beginning only in year 2000 in the records of the Canadian Safe Boating Council, Transport Canada, OPP and RCMP. To my knowledge the PFD scam has not become part of police work in either the UK or US.

In fact perpetration of this PFD scam in either country would transgress numerous laws in the UK and US. The charges would be manslaughter, criminal negligence causing death etc. for such a PFD scam in the US or UK. Only the UK has convicted a canoe and kayak instructor for manslaughter, to the best of my knowledge. But this conviction did not involve a PFD scam. It was an instruction scam that misled the teacher, students and the school into believing that kayak rescues would keep the victims out of the water. Body heat loss in water is 25 times the rate of heat loss in air. Even tropical waters can kill in relatively short times. In Canada waters kill quickly all year round. The PFD scam is especially deadly in Canada, and per capita canoe and kayak deaths are consistently at least 3 times the US death rate, where canoes and kayaks are paddled year round in southern states.

RCMP Zaccardelli knows about this because the RCMP has monitored thousands of weekly emails from me to many RCMP staff since 2004. RCMP Zaccardelli attempted to have a "peace bond" prevent me from reminding the RCMP that they are intentionally torturing Canadians and their children to death. Apparently reading these careful warnings take a lot of manpower, according to RCMP Tardiff at RCMP Headquarters, Newmarket, Ontario. Zaccardelli is arrogant and contemptuous of the questions from the Canadian public regarding the torturing of Mr. Arar and the hundreds of dead, tortured Canadians in canoes and kayaks. (Just mention canoe and kayak deaths to him.) Heinrich Himmler, Chief of the State Police in a European country, who committed suicide, was just as arrogant and contemptuous of his torture victims. These dead bodies, and the pictures of 2 ten year old girls with $25 airbags in a totally flooded canoe, paddling to safety with no instruction or practice, are  evidence of Zaccardelli's Crimes Against Humanity.

I study this because I am a former scoutmaster, YMCA canoe instructor and camp counsellor with the largest body of research in this area of criminality since the famous Milgram experiments at Yale (below). Most OPP and RCMP police officers know what I am doing. Some have tried to press criminal charges in canoe and kayak deaths over the years, just as police in the UK Lyme Bay tragedy convicted one kayak instructor of Manslaughter. But in Canada, the RCMP and OPP secretly kill at the highest levels, just as RCMP Commissioner Zaccardelli's parts in the Arar Scandal and the Canoe and Kayak Death Scam are now covered-up by Harper and Day.

My book uses thousands of pages of data from OPP/RCMP officials, plus Justices in courts of Ontario and Quebec. (There are decent court officials in Canada. There is however, considerable variation in court and justice opinions across Ontario, Quebec, and the rest of Canada. "Barrel-sucking" is Canadian police-speak (police parlance however arcane) for the sexual pleasure from rape with guns. Guns are used to penetrate hated victims of the OPP and RCMP, not just metaphorically, by both male and female officers. Profit from deaths is not the only motive for killing victims. There is a sexual component, just as you have seen in the pictures at Abu Graib (below). OPP Boniface has been blamed by the OPP's Police Association for not allowing "penetration" of the Native protestors at Caledonia this year! (Numerous RCMP were waiting "in the wings" at Caledonia, according to media reports.) This hateful action against innocent men, women, and children by some OPP/RCMP is comparable in horror to the rapes, tortures and murders by Bernardo and Holmolka.

We now see everyday media references to US tortures such as hypothermia and waterboarding. The Nazi Gestapo favoured drowning tortures, similar to the tortured deaths of Canadian and American children and adults in canoes and kayaks by the OPP, RCMP and Transport Canada criminals above. They believe that their "special powers" in law over ordinary citizens means that they own the lives of Canadian citizens. Hundreds of dead citizens in canoes and kayaks are only the most obvious evidence of systemic wrongdoing, of which The Arar Case is merely a symptom. The Bush government may look more obviously pathological, with now a proposed billion dollar Homeland Security wall between Canada and the US. They have even stated that these victims should just paddle a completely swamped canoe or kayak to shore. But $25 CO2 airbags (sponsons) on both sides permit any 10 year old girls to paddle to safety without instruction or practice; they just pull a cord to inflate the airbags!

Attorney General Bryant, together with OPP Schlorff, RCMP Lecuyer and the others, being proscribed by law against sadistically penetrating, torturing and murdering citizens, commit in effect sadistic sex and hate crimes similar to Bernardo and Holmolka, using the time-worn Transport Canada Scam, that first surfaced in August 1994 under TC Churchill. You will notice that PFD double-speak is not the only murder method; Transport Canada has deliberately avoided the US Coast Guard Level Flotation Law to get victims out of the water, to maximize all Canadian Boating deaths at a far higher level per capita than the US:

The RCMP and OPP have some individuals who enjoy their special powers to carry a gun to sadistically penetrate the bodies of others, even children. Of course most police officers do not wish to sadistically penetrate others in a sick personal psychology. Nevertheless, when the power exists to generate large numbers of agonizing deaths, even torturing young children to death, some sick officers will chose this path. And Bryant, Cotler, Kwinter, McGuinty, Harper, among others, will happily follow. The normal response is to protect the innocent and prevent needless deaths.

We know now that Mr. Arar, his wife and even his children were targeted by the RCMP for torture and even death. (Mr. Arar could just as easily have died in Syria, and we would never have found out!) Well of course this is not so unusual. Sick politicians and police will find a way to sadistically torture and murder children and others in the most agonizing hate and sex crimes. They will find a way to use "their gun" somehow, metaphorically and symbolically, to project their power into the lives of ordinary citizens. Simon Wiesenthal and other great citizens of justice knew this sickness did not stop at Nuremberg. The need for sick individuals to join police forces and government murder cults, like the group in Transport Canada, is not so uncommon.  Canada needs to be very careful about "gunning" for anyone in Afghanistan. There are many more Abu Graibs, rapes and executions in Iraq and Afghanistan than published in the media. Not the way to "hearts and minds".

(Incidentally, a comparative analysis of American and Canadian military morality exists. The historical record of the Dieppe sacrifice for political reasons and the execution of shell-shocked Canadians in WW1, when Australia and NZ refused to allow execution of their soldiers by British officers, exists. See records of Nimitz, Eisenhower and the others agonizing over decisions. In this context the re-surfacing of Colin Powell last week is predictable, to skewer Bush's attempt to re-write the Geneva Conventions on Torture. The US Military has a much stronger, general moral committment to their soldiers; although this is obscured by actions of US politicians. Don't forget the heroism of Romeo Dallaire. This analysis of police and military morality in Canada is complex.

However, the Canadian Miltary Command has for a century, misled and sacrificed soldiers in wars like Afghanistan, for no clear objective. Canadian soldiers are misled into believing that they are helping, when in fact they are targets for the anger of the population, who have been subjected to years of atrocities, committed mainly by  American soldiers; who, like the Haditha example, have been largely manipulated and sacrificed by their American government, and not their mostly very honourable  military commanders. In Canada the Military Commanders do not show so much concern for their soldiers. Instead they jockey for political power like RCMP Zaccardelli and OPP Boniface, against the interests of their soldiers and the citizenry. RCMP Zaccardelli thinks that he need not answer any Arar questions.  Harper is preventing other RCMP Zaccardelli information from reaching Canadians today. Canadians deserve better. The RCMP's intentional and hateful, murder and torture of Canadians in canoes and kayaks, including their children, is a matter of historical record. This domestic police policy contains all of the horror of such extreme crimes as committed by Bernardo and Homolka, with clear intent of pain and suffering. The rescue workers of 9/11, police and firefighters included, are now suing the EPA for assuring workers that the dust was not a serious health risk, to get the clean-up started so Wall Street could re-open quickly. Harper, McGuinty and the others know that they are deliberately tricking people to kill them in water. They know that victims die if prevented from getting out of the water, but these deaths suit them. They enjoy watching the deaths of Canadian soldiers in vain, in Afghanistan; since more Al Qaeda and Taliban simply come from Pakistan to join the fight. The police and firefighters in 9-11 now know that they Are Victims of Bush too, as they begin dying from the toxic dust, along with the public living in New York. And many more victims are joining the big class action lawsuit daily. Read Baruch Kimmerling "Politicide: Ariel Sharon's War Against the Palestinians" Distinguished Research Professor of Sociology in 2003 at the University of Toronto, George S. Wise Professor of Sociology Hebrew University of Jerusalem. Author of many books and articles on Israel and the Palestinians, in his words "not just another self-hating Jew". Canada deliberately murders her own citizens against the Charter of Rights and Freedoms, the Criminal Code, and C-24. Many years before his death Simon Wiesenthal refused to visit Canada, where eleven Nazi war criminals then resided. A patient man who insisted on fairness, he was careful to note the names of at least 2 guards at Auschwitz who did not behave inhumanely to prisoners there. Canada would not surprise him today.

The Toronto Star is a convenient reference and liberal viewpoint to teach you (D1, September 3, 2006) some psychological insight into yourselves: ""I hate suicide bombers," writes a U.S. soldier in Iraq. "I hate the way Sunni mosques and Shia mosques are being targeted right and left. I hate seeing the bodies pile up in hospitals, teeth clenched in pain, wailing men and women..."" Now think about "wailing men and women" killed by American bombs etc. in Iraq. Tens of thousands, but just as much pain in each case, as in the quote. This is not easy work. Denial is the main human mental defense mechanism. That's right, you choose not to think about the entire pain picture because it is so unpleasant. Now think about the victims of the bombing of Lebanon, still in pain. Think about the victims of drowning in New Orleans. Think about the Victims of the RCMP, OPP and Transport Canada canoe and kayak murders. It is tough to stop the bombing of victims in the Middle East immediately today. It is very easy to prevent cruel drowning deaths immediately.

The bloated and unrecognizable bodies of the young boys were not even returned to the families of May 20, 2005. Putting a PFD on in the water (as if the PFD floats beside victims after capsize in the OPP RCMP TC murder scam) is impossible. Note that the U.S. has seen many states legislate mandatory PFD wearage, compensating for US Coast Guard (Homeland Security) legislative negligence. At least the bodies are returned since they can be easily found floating in PFDs after death by hypothermia. The head usually slumps into the water, drowning the victim, unlike the eleven year old Girl Guides in PFDs; who were still alive but severely brain-damaged from their hearts not pumping enough blood to the brain.

I can easily prevent almost all North American drowning deaths (the 3rd highest cause of accidental death in Canada) for $5 a citizen. But there is no point in patenting this advance of civilization. (A U.S. patent takes me about a week to draw up and mail to Washington.) The marketing of dead citizens by Canada and the U.S. pays police, lifesaving organizations, Transport Canada etc. too well, using taxpayer dollars!

Alexander Graham Bell became rich immediately after his telephone patent; but he was dogged through life by detractors who claimed they invented it first and Bell only got a quicker patent attorney. I am a very quick patent attorney (self-taught); but the interesting story is that lifesaving is not marketable like a telephone. (Not when police and government make much taxpayer money from dead victims.) I have insights into devices and government policy that could surprise most sane human beings (apart from realistic persons like Simon Wiesenthal).

Now think for a moment about the enormous profits from the sales of the weapons in Iraq, Israel and Lebanon and consider how the enormous wealth and power of arms sales contributes to "teeth clenched in pain, wailing men and women,...It was always the same...families had retreated to their bedrooms when the militiamen came through the front door and there they lay, slumped over the beds, pushed beneath chairs, hurled over cooking pots. Many of the women here had been raped, their clothes lying across the floor, their naked bodies thrown on top of their husbands or brothers, all now dark with death." (below).

Maureen Dowd in The Star A17, September 3, 2006 mentions Bush in New Orleans but misses the point of Douglas Brinkley's book "The Great Deluge", below. The point is that Brinkley, "Bill Clinton's favorite American historian", gives detail of Chertoff's Homeland Security intelligence, before, during, and after Katrina. And the deliberate Whitehouse political machinations. Bush does not "love" his fellow citizens any more than PM Steve Harper displays any human compassion. Bush is a better actor, using "Christian" prayerfulness etc. to better advantage in manipulations.

But Harper and Bush are not real "Christians", any more than their powerful goverment allies are really "Jewish", like Lieberman or Kissinger (who has murdered many non-Jewish world citizens since Chile 1973, below.) Harper and Bush get power from arms industries like Israel, described by Baruch Kimmerling above, and the export of terror to "enemies", even murdering hundreds of Lebanese civilians. Canadian and U.S. governments gain taxpayer money from the deliberate drowning of citizens, in recreational boating or New Orleans. (Of course the destruction of each life in Canada or the U.S. is usually calculated by sane economists as a loss to society of about one million dollars apiece, given the cost of educating and servicing the dead victim in society to the point of death and potential earnings lost in the economy. These lives are not however valued properly by these governments.)

Murder abroad and murder at home would not occur if these victims were Jewish. If canoe and kayak victims were Jewish, they would not be tricked by the OPP and RCMP, degraded and blamed for their own deaths. Most Jewish citizens, like Kimmerling, Wiesenthal, and Chomsky believe everyone deserves to be treated fairly. Bryant, Kwinter and Cotler use police and Ministries of the Attorney General to ensure that non-Jewish citizens die horrible deaths. Please accept my sympathy for your losses in Lebanon. I include below an email that is sent weekly, like a newsletter, to the government members in Ontario and Canada..., even by Alexa McDonough of the NDP.

This is normal government behavior. All parties respond to voter blocks. The Jewish voting block is  over twice as large as the Lebanese block with about 143,000 Canadians; but the Jewish block has powerful elected ministers, who have far more influence than any MP or MPP.

If you read my "newsletter" below, you will note that I am familiar with many court strategies that would be useful to your cause. Being "nice" to Mr. Harper who is courting the Jewish vote as strongly as the Liberals, will not benefit Lebanon. Courtroom charges regarding the massacres in Lebanon will work: first by drawing media attention to the illegal and horrible crimes against humanity, and secondly to the self-interest of all Canadians who do not wish to help the American Whitehouse further inflame the middle east and recruit more terrorists to threaten all Canadians with terrorist attacks, from which there is little security available. Just more worry.

I respect all replies in confidence. This includes replies from politicians. It is important that action is taken very soon, for the cease-fire is extremely fragile. The loss of life and tragedy could quickly become much larger than at present.

I believe that my experience could be very useful to your legal advisors. I have studied the aboriginal peoples' legal strategies and I have considerable confidential knowledge from justices within the Ontario court system. This will save lives more quickly than any other less visible approach, that does not engage the attention of the media so strongly.

Sadly, the 20 year old soldier-son of Israeli author David Grossman was killed in his modern tank by a modern missile Aug. 12, 2006 "just days after the internationally acclaimed writer publically urged the government to cease fire...David Grossman has written extensively on Israeli-Palestinian relations...He is an outspoken advocate of conciliation with the Arabs...he joined two other prominent liberal Israeli authors,..."

Sadly, this citizen lost his son and many friends in Lebanon. Mr. Grossman acts very differently from several Canadian Jewish and non-Jewish politicians. Harper McGuinty Cotler Bryant and Kwinter actively support the slaughter of Lebanese Canadians, Arab Canadians, Canadian UN soldiers, and any other Canadians in the way of Canada's support of the Israeli government's Crimes Against Humanity. Innocent US and UK citizens suffer similarly, like Spanish citizens in terrorist attacks. Lifesaving efforts in Lebanon result in lifesaving accomplishments in Canada, the U.S. and worldwide.

Canada was a respected peace-keeping nation! Terrorists cannot be defeated by battlefield tactics alone. This military stupidity targets innocent Canadian soldiers or civilians for execution by IED, missile or rocket. Terrorism can be only be defeated by justice in politics for the Middle East. Continuing Crimes Against Humanity hugely accelerate the power of terrorist organizations. Do not fuel terrorism, like President G.W. Bush, who has turned the Middle East into a cauldron and sabatoged the War on Terror! Bush did not originally use lies about Nigerian uranium and weapons of mass destruction to invade Iraq; first he used the lure of oil plunder, spoils of Iraq divided up among his supporters, as documented by the first Secretary of the Treasury, the distinquished Paul O'Neill, below.

President Bush does not worry about setting the Middle East on fire and recruiting millions more for Osama bin Laden; since he will tell you that his God tells him he is doing the right thing! (His GOD told him to to not give any aid to New Orleans before or after Katrina hit, despite all government intelligence regarding this horror; for political advantage over Louisiana Democratic governor Kathleen Blanco. These Americans were less valuable to Bush and his GOD than Israel and his friends in the Middle East! Condi Rice was booed in New York City by the audience at "Spamalot" while New Orleans was drowning in agony. Read about Homeland Security Chertoff's  whereabouts while she was being booed, in Douglas Brinkley's "The Great Deluge" - "Bill Clinton's favorite American historian" - at Tulane University in New Orleans.)

Scientific measurement used in a science like economics, does not lie; numbers are plain and obvious and easily verifiable: revealing that President Bush and his God value a single Israeli human being many thousands of times more than any other person in the Middle East, and a few thousand times more than a single American human being! The only human beings calculated to have more monetary value (using money as the ready means of value for scientific measurement) by Mr. Bush and his God are a few friends in Saudi Arabia and in the Carlyle group (where Tony Blair will join former PM John Major, Bush Sr., and where the bin Laden family suddenly exited after 9/11.)

Read Bob Woodward's "Plan of Attack", pp.159-160: "Scowcroft wrote that Saddam's vision of dominating the region was contrary to U.S. interests, but... "'There is scant evidence to tie Saddam to terrorist organizations, and even less to the September 11 attacks'...The Wall Street Journal ran his article "Don't Attack Saddam"...Scowcroft's pronouncement made it look as if the president's father had weighed in...There was deep concern. Scowcroft realized that Bush senior did not want to leave the impression with the public or his son that he was looking over his shoulder. It could demean the son,...Neither Scowcroft nor Bush senior wanted to injure the son's self-confidence. So Scowcroft largely shut up in public, though he did not change his view."

Woodward interviewing Bush junior found they need not have worried: "I asked about his father this way...'I'm not trying to be evasive. I don't remember...But how do you ask a person what it feels like to send somebody in and them lose life? Remember, I've already done so, for starters, in Afghanistan....You know, he is the wrong father to appeal to in terms of strength. There is a higher father that I appeal to'" (pp.420-421) Note that Bush shows no genuine concern for injured American soldiers, who suffer from recent cuts in funding for their care, resulting in impoverishment after injury and some veterans even living in homeless shelters according to stories in Time, Newsweek and other major publications. U.S. soldiers no longer useful to Bush suffer a fate similar to refugees in New Orleans. Bush has now ruined the U.S. economy to the extent that in the future there may be no funds to prevent elderly Americans from suffering the same fate that the elderly suffer in a very poor country.

Woodward interviewed Christian Ayatollah Bush, Powell and many others, but not former Secretary of the Treasury O'Neill, who was much more important to his book "Plan of Attack". The celebrated Washington Post Watergate Reporter Woodward missed interviewing Paul O'Neill and his book! Yes, O'Neill testifies that Iraq was divided up, pre-war, among Halliburton (Cheney) and other Bush contractors/supporters to give them billions of dollars from Iraq, and prop up the ailing Bush economic policies with free Iraqi plunder. Woodward missed this but O'Neill's book is in my public library in Penetanguishene, Ontario.

Yes, Secretary of the Treasury O'Neill also heard the "Pottery Barn" warnings from Powell that Woodward did cover: that if Bush broke Iraq, Bush would own Iraq, and all of the hopes, aspirations, or despair of 25 million people! Bush wanted "potential oil spoils charted in early documents" above, long before September 11 and long before Bush figured that he might look good as a "wartime president fighting for the freedom of the Iraqi people and people everywhere". Bush is a simple man but capable of thinking with criminal shrewdness. Lying Bush has been largely successful, except in New Orleans (that degraded his polls), and in Lebanon where he gave the Israelis more bombs to blast innocent people, including Canadians, who had no means to escape the bombs, the Hezbollah, or the Israelis!

In my research the numerical calculations of Iraqi oil plunder described by Paul O'Neill (a close friend of former Federal Reserve chairman Greenspan), also relate to economic value of the Israeli military as a cost-effective means to control innocent and de-valued Arabs, Lebanese, Canadians etc. in the Middle East. Instead of the US or UK having to spend money to do this. Lots of Canadian taxpayer dollars and lives are now spent in Afghanistan so a few can guarantee lots of money for Bush, Cheney, Halliburton and their UK friends, while the Saudis etc. stay in power too, thanks to the strategic presence of Israeli killing power.

However, in the past week the economic market value of the Israeli military has plunged. Those cheap rockets and missiles have severely degraded the Israeli military value, as simply as better armour on Greek hoplites in the Battles of Marathon and Thermopylae, several centuries before Christ. Military solutions in Iraq and Afghanistan are no longer effective, let alone cost effective. Two weeks ago there was faith in the value of the Israeli military. Now that has changed.

Treat Arab, Muslim and other peoples decently and you will not fuel terrorism. Very Simple. Most people do not wish to blow up themselves or their families for Allah, Jesus, or any other reason. Very simple. Don't murder people in canoes, kayaks, or any other recreational boating accidents through corrupt politicians and the OPP, RCMP, Transport Canada. It is very simple to enable these lives to be saved with PFDs and $25 Airbags to enable escape from the water. Very simple. These values, numerically measured in scientific research, or in moral terms before a court of law, can be applied in any lifesaving situation, war or peace. Canoes, kayaks, bombs and rockets; all have human values attached, that can be measured numerically. This is the point of "hard evidence" that is required in a court of law to stop horrible and illegal loss of human lives.

Harper McGuinty Cotler Bryant Kwinter have murdered nearly 300 innocent US and Canadian citizens in canoes and kayaks since June 14, 2004, when they were first strongly warned. (Some were warned many years before that. See the OPP and RCMP files. MP Joe Clark was one of the relatively few to decently respond to this wanton disregard for the value of human life.) Harper McGuinty Cotler Bryant Kwinter are deliberately targeting all innocent Canadians and others for rapidly increasing numbers of terrorist attacks worldwide, contrary to sections 83.01 (1) to 83.33 (1) Terrorism, in the Criminal Code of Canada. They are willing to take the money from a few rich Jewish persons like Mrs. Indigo/Chapters Riesman to increase the risk of terrorist attacks in Canada, to recklessly endanger all Canadians, contrary to the Criminal Code of Canada. Mrs. Riesman, by funding them, appears to be in violation of Canada's Terrorism laws. Ontario Attorney General Bryant (a person of the Jewish faith), Minister Kwinter, and former Canadian AG Cotler mock Canadian law.

The Canadian Jewish Congress spins the killing of children in canoes and kayaks by Bryant, Kwinter and Cotler; although I indicate that these are the only Jewish persons in Canada, to my knowledge, who do this and would benefit from a "rabbi SWAT team" for moral re-education. In fact most Jewish people, and most Canadians, do not kill innocent people in canoes and kayaks. These victims in canoes and kayaks are an identifiable group who are blamed for their own agonizing deaths:

They consistently do everything possible to murder as many victims in the water as possible, despite the fact that any 10 year old girls can rescue themselves in seconds with $25 CO2 airbags and no instruction or experience, rough water or calm. The corruption of the police and politicians in Canada is in contrast to the UK where citizens are protected by law. The excuses given for the agonizing murders of at least 360 US and Canadian citizens (based on the annual death numbers reported for a decade, including at least 60 children), would not haved surprised famous Jewish activists like Simon Wiesenthal or Dr. Stanley Milgram, who studied the Nazis. The excuses consistently blame the victims for their own horrible deaths (even Canadian Girl Guides), while denying these victims any means to save themselves, and even deliberately tricking them (as in the PFD scam.) This serves to make these murderers feel more important, by creating as many dead as possible in recreational boating. And providing more money for the canoe and kayak organizations from fraudulent instruction, more government  money to police marine units for more equipment and staff payments. And generally rewarding these criminals for the murders, even of children, who we know die in pain and terror, thinking of loved ones they will never see again.

Get these criminals to court immediately. Police officers in court will admit that putting a PFD on in the water is a criminally negligent idea that prevents public wearage of PFDs at all times (they only work if worn); and no police officers can rescue themselves in a canoe or kayak without the $25 CO2 airbags, used by any 10 year old girls, without fraudulent instruction that would leave them in the water to die. Desire to murder innocent and vulnerable people has not disappeared since Nuremberg. Only vigilant actions by citizens of the world can prevent further holocausts and crimes against humanity, against any identifiable group.

Judge Arbour is not anti-Semitic to warn about Israeli crimes against humanity! Harper McGuinty Cotler Bryant Kwinter, among a few others, must be charged with Crimes Against Humanity, according to the rule of law, against all of the people of Canada, and the U. S. These glaring facts are well-known; apparently glaring but missed by Washington Post reporter Woodward for some reason. I shall act in a court of law for any Canadians or Americans who are hurt by these crimes. We must always be vigilant for Crimes Against Humanity, whether canoe and kayak deaths for profit, or massacres in the Middle East for the profit of certain parties. I have thoroughly  documented these crimes within the governments of both Ontario and Canada. This email shows merely a small sliver of this criminality.

Governments do not always respect rule of law or human rights, if they are not held accountable by an organized voting public that draws attention to their actions; whether the small numbers of grieving families whose children have been killed by government lies surrounding canoes and kayaks or lies regarding public safety and terrorism. The first positive step toward lifesaving and peace is the criminal prosecution of Harper McGuinty Cotler Bryant Kwinter: Criminal negligence causing death under the Criminal Code of Canada and Crimes Against Humanity and War Crimes Act 2000, C-24. Possible terrorism charges threatening the safety of all Canadians and Americans are to be considered. These accused individuals, having shown blatant contempt for the lives of a few hundred victims in canoes, kayaks and other recreational boats in the past year, now show the same contempt for hundreds of Lebanese and other victims. Holding these individuals accountable immediately in a court of law is the most expedient means to stop the massacres. This action will engage the interest of intelligent Canadian journalists who may be more competent, once engaged, than Mr. Woodward at the Washington Post, above.

Judge Arbour is not anti-Semitic to warn about Israeli crimes against humanity! Read Robert Fisk, The Israeli Invasion of Lebanon, Massacre at Chatila Camp: "What we found...at ten o'clock on the morning of 18 September 1982...Their handiwork had clearly been watched - closely observed - by the Israelis, by those same Israelis who were still watching us through their field-glasses...So we walked on. I study history. Of course OPP Commissioner Boniface knows about this while contemplating her canoe trip to Ireland this Fall, where I shall pursue her in the Irish Press. The Irish Press will find that Boniface used OPP Schlorff (and RCMP Lecuyer) at Transport Canada's Canadian Marine Advisory Council to murder 600 American and Canadian paddlers since year 2000: advising school boards and other public victims "to put a PFD on in the water" after capsize, as if the PFD would be floating beside them to struggle into! Ireland will soon see the Canadian government connection to another hate crime in the past 2 weeks: the mass murders of about 600 Lebanese people by the U.S., U.K., Israel, and Canada (including many Canadian citizens). The Irish people are very sensitive to the mass murder of innocents by powerful imperialist nations. OPP Boniface, RCMP Zaccardelli, Minister Kwinter, Attorney General Bryant and Former Canadian AG Cotler etc. took 5 years to kill 600 in agonizing deaths in canoes and kayaks in North America. An F-16 with bomb loads requires thousands of sorties and over 2 weeks to kill this many in Lebanon. But the Middle East is Ablaze, all moderate Arab persons are compromised in their bid for peace, and in Canada not just 17 teen-aged boys may or may not be thinking of the beheading of U.S. Prime Minister Steve Harper. Even the Canadian Jewish Congress is recklessly endangered by these actions.

You see, OPP Boniface knows that I charged A. Anne McLellan under s. 220 (b) CCC. in a private prosecution, Barrie Courthouse, afternoon of June 1st, 2005. What transpired was one of the more strange Canadian courtroom proceedings, where I had to point to His Worship that "Martin's Criminal Code" in front of him in the Courtroom contained this charge, when he said he did not know of it. (Common enough. OPP Deane, now deceased, was convicted under s. 220 (b) in the death of Dudley George at Ipperwash.) His Worship appeared nervous and agitated to me, although he was kind enough to commend me for my lifesaving efforts. You see, he had such a long recess, speaking to the Crown Attorney and OPP Falls that everone in the courtroom wondered where he was. I noted in MACLEAN's 2 weeks earlier that A. Anne McLellan had met with Islamic religious leaders in Toronto about intelligence regarding terrorist bombing threats (that now apparently has led to 17 Toronto teenagers and other accused in solitary confinement in a Toronto jail.) And, count them, about 200 dead Canadians and Americans in canoes and kayaks since June 1, 2005.

The Irish people want to know about this Canadian scandal. Justice for 600 dead in Lebanon and 200 dead in canoes and kayaks in North America since June, 2005 with full knowledge of OPP Commissioner Boniface is very closely related. It is power politics and I have taken very careful documentation.

You will note my initially courteous warnings in year 2000, to OPP Schlorff and RCMP Lecuyer, warning of their duty to the public in this scam. These 2 police officers have operated, (despite my polite but "impossible to ignore" warnings), in Canada and the United States for a total of 150 Canadian and 450 US canoe and kayak deaths since year 2000. These numbers (about 600 dead in total!) are verifiable through the US Coast Guard statistics (about 90 dying annually on average in the US in these years, and about 25 every year in Canada in canoes and kayaks, according to the Canadian Red Cross statistics, and more recent numbers.) The Canadian deaths are much higher in use hours, given many fewer hours, and year-round paddling in the US in the more southern states. The US Coast Guard does not yet tolerate this public safety lie, unlike Transport Canada. This canoe and kayak scam sells fraudulent "rescues" by preventing the use of $25 CO2 canoe and kayak Airbags (Sponsons) that permit any 10 year old girls without previous experience to immediately rescue themselves and others. There is Bigger money in fraudulent instruction than one-time sales of relatively cheap canoes and kayaks, the least expensive kind of boats possible. Over 95% of all sales are of the cheapest kind: rotomolded plastic canoes and kayaks. (National Marine Manufacturers Association.)

The OPP and RCMP attempt to be perceived as "lifesavers", attempting to use these deaths as a public relations gambit for more taxpayer dollars. They endorse the most deadly canoes and kayaks possible to increase their taxpayer dollars, size and power. This fits with other agencies as well, who actually stand to benefit in ego and money from as many boating deaths as possible. (You will note that most powerboats under 20 feet sold in the US and Canada have deliberately broken the "Level Flotation Law" for these craft; Federal Law in both Canada and The United States. See the 3 deaths reported in all 3 big Toronto newspapers on the May long weekend of 2006 below: victims struggling to put on PFDs as recommended by the OPP, as the expensive new powerboat capsizes due to foam flotation placed under the Floor of the craft, instead of the sides (like unseen inboard foam sponson flotation, or the large Air Sponsons of the Zodiac rescue boats favoured by all Coast Guard, Military and Rescue Agencies worldwide).

It is a very simple concept to transform all small boats, canoes and kayaks into rescue craft when totally flooded. But the OPP and others make money out of obvious lies, cruelly murdering over 20 innocent and terrified children in North America annually, wearing PFDs or not; since water kills very quickly by hypothermia. OPP Schlorff, RCMP Lecuyer, B.Byers, TC Garapick, Churchill, Hache, and McDonald murder children, who die agonizing deaths in cold water, like the Girl Guides.

Virgil Chambers, executive director of the National Boating Safety Council (a lobby group), and a member of the branch office Canadian Boating Safety Council (also a lobby group that does not want mandatory PFD wearage) has admitted to me that the  American Canoe Association has no effective rescues; but he thinks that no harm is done. This is, of course, a public safety lie. OPP Schlorff, RCMP Lecuyer, Byers and the Transport Canada criminals operate in this lobby group.

See the benefit of Herb Pohl's death and the near deaths of 10 children in the waters of Lake Superior published in the  Hamilton Spectator below. See the benefit to the OPP who pretend they are "saving" lives when they are in fact, like Transport Canada recommending "PFDs put on in the water" as reasonable safety information. Then they blame the victims for not wearing always a PFD, and maintain their murderous scam, even within most Canadian school boards above.

Lake Superior is so cold, only a few degrees above freezing all year round near Wawa, that Mr. Pohl and the 10 kids in the freighter canoe could only have lived for a maximum of  30 minutes, unless very obese, with much body fat to insulate core body temperature. The 2 dead, eleven year old Girl Guides died in pain and terror: the water is so cold it hurts to put your foot in. Try it in Lake Superior today, July 21, 2006! They will die in minutes, first numb hands can't hold on, then larger muscle groups are affected as core body temperature drops and heartbeat becomes irregular. The head drops into the water after unconsciousness and they drown, even wearing a PFD. As a point of detail: the Girl Guides did not officially drown, but were declared "brain dead" in hospital at Sault Ste. Marie; since hypothermia deprived their brain cells of life. "Shaw, who believes there's no one more experienced with a kayak than Pohl...Constable Karen Farand, media relations officer for the Superior East OPP detachment at Wawa, said the OPP underwater search and recovery unit was heading for the area yesterday...Farand also said local fishing trawlers...in addition to the OPP, the U.S. Coast Guard from Traverse City, Mich., and Search and Rescue from Trenton...Pohl's kayak was found by local boaters returning from the successful rescue of 10 children and two adults whose large freighter canoe had overturned in six-foot swells in the area Monday afternoon." The children were extremely lucky this time; but these near tragedies are common every year without a failsafe means to escape the water! ($25 Canoe and Kayak CO2 Airbags and Mandatory PFD Wearage Laws like Massachusetts and other US legislatures, strongly enforced to save lives!)

2. Obviously this is a highly politicized scam, unique in modern history, involving 2 large police organizations in Canada and hundreds of cruel, agonizing deaths. The militarization of the OPP and RCMP has been observed by newspaper journalists (Thomas Walkom and others at the Toronto Star, for example.) The OPP was criticized by the Chief of Police in Toronto (Fantino) for brutally emperilling citizens at an OPSEU protest at Queen's Park before the murder of one Native person at Ipperwash. And the near fatal Ipperwash sadistic beating of his elderly, negotiating relative by the OPP using nearly acquired high-tech OPP Human-Beating-Batons. These Batons are demonstrated crushing wooden crates in the CTV movie, closely based on the book by Peter Edwards "One Dead Indian". No arrests were made since all OPP officers declined to identify the sadistic dozen OPP officers beating Mr. George nearly to death using these batons. Ironically, counsellors were provided for the hundred OPP officers who were distressed by their attack on a dozen unarmed men, women and children occupying their small burial ground. No counsellors for the beaten.

3. Political parties in Canada (and the United States) currently derive votes from "Law and Order" platforms. This is a very effective strategy to gain more power. But this negates the rule of law by endorsing criminal Police behavior.

(OPP Boniface recently lied at the Ipperwash Inquiry, stating that her OPP "has learned", only a few weeks after brutally assaulting 18 native elders, women and children while sleeping in a pre-dawn raid, using the most high-tech and deadly machine guns to push in their faces. CBC Television and Radio broadcast these facts to the world. Similarly, RCMP Zaccardelli sent 3 Canadian citizens to Syria for Torture to appease the Bush White House. Former Deputy PM, A. Anne McLellan used the RCMP to justify her actions as Canadian Minister of Public Safety, referring to my correspondence to her of February 3, 2004 in her letter to me Oct. 29, 2004. The RCMP Inspector Christian Tardiff referred to this letter 2 weeks later when I met with him at the new RCMP  headquarters in Newmarket, Ontario. The RCMP had signals crossed, thinking McLellan, as their "boss", Solicitor General of Canada, would defend their actions of Criminal Negligence. Instead, she used the RCMP to defend her behavior. I was asked to stop sending emails to the RCMP since many hours were spent analyzing the charges, every day for many weeks of many emails and faxes. I was also told "no-one read them" (except the RCMP). In fact everyone read them. Including the former Canadian PM and statesman MP Joe Clark, February 2004, just before his retirement. Mr. Clark understands these government games in Ottawa. He also has a very fine sense of humour. In the past some media persons were not bright enough to understand his use of irony and other devices of communication, used by intelligent people. I shall try to keep it simple here.)

Today, in World Politics we see the Bush White House attempting to use the well-worn appeal to arms and overwhelming force, to defend against terrorist forces in a world war, in order to rescue his voter power base; just as the bogus Nigerian uranium for non-existent weapons of mass destruction led to the U. S. Invasion of Iraq. Bush thereby recruited millions more potential terrorists to bin Laden, Hamas and Hezbollah. President Bush is still bin Laden's dream recruitment officer: An American Christian Ayatollah calling for a jihad against virtually everyone in the world (you are either with us or against us) who would disagree with Bush (or Rumsfeld, Cheney, Gingrich etc.)

In history we read Nazi propaganda minister Goebbels: "It is so easy to start a war. Just tell people they are being attacked and then accuse the reluctant of being un-patriotic."

Most Canadians complain that police "aren't there when you need them", are ineffective when they arrive later; but don't realize why police and politicians work together to leave innocent citizens, including innocent children, in the water to die.
