Chapter 6: Blaming Victims for Their Own Deaths Through Degrading Propaganda in Rescue Safety

The Canadian Coast Guard and the US Coast Guard have blamed victims for their own deaths in canoes and kayaks by complaining about them not wearing PFDs, for years, despite the fact that PFDs cannot get victims out of the water to escape death. (Note that Life Rafts are required on passenger ships, by law, world-wide; so victims can escape the water and survive.)

The 2002 USCG statistics (BARD 2002), indicate that about 35% of the dead canoe and kayak victims were wearing PFDs. But 2004 statistics now available on the USCG website, Office of Boating Safety, show that PFD wearage among the dead has dropped sharply for 2004, (from BARD, Boating Accident Reporting Database.)

See for yourself on the US Coast Guard website, Office of Boating Safety: click on statistics. You will notice that for the last 5 or more years, the deaths vary; but have little to do with PFDs. In years that PFD use is lower, deaths can be lower. And some years higher deaths are reported along with increased PFD use among the dead.

PFDs are a specious argument. They save lives if a means to get out of the water (powerboat, helicopter, etc.) is soon to appear. Otherwise victims die an agonizing death in the water wearing a PFD. It does not take long for hypothermia to affect normal bodily functions: fingers, hands, larger muscle control, and then, as the body lowers in temperature, mental processes deteriorate, heartbeat becomes irregular, and the head cannot be held out of the water, no matter the fear and terror, resulting in an agonizing death by drowning. If the head is held up, by Girl Guides of Canada "Grey Owl"  holding Erica Mitchell's head; as in the case of the Girl Guides, hypothermia kills them. The Girl Guides were in fact airlifted from Canadian waters to hospital in Sault Ste Marie, Ontario by a US Coast Guard helicopter, with trained rescue swimmers/divers aboard to administer CPR, and all appropriate first aid. These victims must be handled very gently because the cooled blood in the extremities can be moved to the heart by body movement, resulting in an immediate heart attack. Despite the best care, they were both taken off  life support machines in hospital; since the irregular heartbeat that began early in their immersion, could not sustain required blood flow to their brains. They suffered severe brain damage. They were both eleven. And they would not want such a cruel death happen to anyone else.

Whereas Any 10 Year Old Girls, Without Previous Experience or Instruction Can Easily Rescue Themselves and Many Others From Deadly Waters, Far Superior To The Most Expert Instructor.
Grieving families are similarly degraded (somehow their grief was the fault of their loved one); and deprived of their legal rights and community sympathy.

Canadian Girl Guide Murders: "After that Ryan described how her canoe,... She described efforts to keep the young girls occupied by playing word games. Ryan was also trying to keep the girls calm and instructed them to not fight the rocking of the canoe in heavy waves. Panic continued to grow as the young girls hung on to the canoe which continued to take on water and finally capsized. Ryan instructed the girls to huddle with her to preserve body heat in the cold water. The group drifted for some time before Erica spotted land and wanted to swim toward it. An attempt was made, but the group didn’t make any headway. Ryan got the group together to preserve body heat but later noticed Erica starting to slur her words –a sign of hypothermia. Later Erica started to flail her arms and Monique Lewis, who was holding on to her became afraid. Later Erica began moaning and groaning and the group yelled at her for a period of time in an attempt to keep her alert, but eventually all movement stopped and she began frothing at the mouth. Ryan said a similar process began shortly after with Megan and in an attempt to preserve the 11 year olds (sic) body heat she let go of Erica “thinking she had passed.” Megan deteriorated in similar fashion and shortly after Ryan spotted a helicopter flying overhead...." It is rather obvious that anything called a "rescue" or "safety" should be unconditional, and work perfectly reliably every time, like car seat belts, ABS brakes, car air bags, CO2 inflatable PFDs, helmets, etc. And it certainly is self-defeating to have many "rescues" for canoes and kayaks: any rescue must be so reliable, fool-proof and safe, that there would be no point to "rescues."

Unless you wanted to sell a rescue safety scam. And you thought torturing people to death, even young children, with expensive and deadly instruction was OK. Even fun.

Any "rescue" or "safety" that requires time-consuming "practice", "training", or "experience" is not a "rescue" or "safety". It is a means to make money by making canoes and kayaks as dangerous as possible, requiring ever-increasing training, that is expensive, time-consuming, and without end or confidence regarding "what is enough?"

It is, for certain parties all too common in the human race, a means to degrade, torture and kill to make themselves feel superior without consequences; whereas 10 year old children can easily rescue themselves and others.

This is the criminal part, the wilful and reckless endangerment of human life for profit using DEGRADING PROPAGANDA.

N.B. I want you to bear in mind, at the beginning of any chapter in this book, and always, the wilful and reckless endangerment of human life for profit using DEGRADING PROPAGANDA;

Grieving families are similarly degraded (somehow their grief was the fault of their loved one); and deprived of their legal rights and community sympathy. These facts are obvious. But also obvious is the power of  Degrading Propaganda to blame any identifiable group for their own deaths; used throughout history to achieve the ruthless ends of special interest groups.

Some people who may appear here to be villains may also be victims of the power of  Degrading Propaganda too. But some are sadistic. The purpose of this online book is to stop these crimes as quickly as possible. The psychological power of degrading propaganda must not be underestimated. It permits many terrible human tragedies, including torture and war; quite apart from the agonizing deaths here. These victims died in pain and terror, fearful of never seeing their loved ones again. Drowning has been used for centuries as a torture method. It was very popular with the Gestapo, for example. It is very effective, if the victim is allowed to draw a breath of air just before death. It is very painful and victims usually choose to be allowed to breathe, rather than go underwater again.

A "Super-race" of canoeists and kayakers is supposed to exist, far superior to the victims, but in fact the super-race cannot rescue themselves or anyone else from the water using a capsized flooded canoe, unlike the 10 year old girls. To become a member of the "super-race", much expensive instruction must be purchased by the public; although it cannot save the purchaser in the water, no matter how "expert", or thousands of dollars spent, or years of practice. It is impossible to degrade these dead victims unless a "super-race" is fabricated, to whom the victims are "inferior". The super-race need not be an ethnic or racial entity, merely a group that is "superior" so the victims did not "measure up" and died due to their own failings. Until the level of degradation is significant, most people find it unpleasant and difficult to kill these otherwise completely innocent victims, of all ages and cultural groups. Also, society will not tolerate the killings until government propaganda has sufficiently degraded the victims so that their deaths, no matter how cruel and agonizing, no matter that they are the children of someone in Canada or the US, are accepted. The victims are to blame when they are sufficiently degraded.

PFDs alone cannot save lives. This is misleading. They must have The Level Flotation Standard, CO2 sponsons, to get out of the water to live.

Other Victims in small boats have had The Level Flotation Standard for nearly 30 years, to enable them to get out of the water to live. Never was it considered adequate for these boaters to simply wear a PFD to prevent death. However it has been considered OK for over 3,000 canoe and kayak deaths to leave the victims in the water with no means of escape. US Coast Guard Boating Safety Circular 73* "Establishes level flotation standards on rowboats and outboard boats less than 20 feet in length, the boats most often involved in swamping and capsizing accidents, so that the boat will float level when swamped and provide a safe platform until rescue. 33 CFR 183. Issued April 18, 1977; Effective August 1, 1978."

Only canoes and kayaks have a US Coast Guard Safety Exemption (that Chairman Muldoon threatened the ACA to lift, NBSAC minutes October 2002.) Well over 250 US canoe and kayak deaths ago, and about 80 Canadian canoe and kayak deaths.

When the National Association of State Boating Law Administrators' Boats and Associated Equipment Committee reviewd the USCG Kayak/Canoe Sponson Study, this issue was one of the most obvious comments:

"7. Review USCG study on supplemental flotation for non-powered craft... Snyder said none of these boats should sink. Boats under 20 feet with outboards must have level flotation why shouldn't paddlecraft?"

The Coroner's Report, referred to in Chapter 4 contains 40 recommendations, not one related to the fact that the Girl Guides died in canoes because they could not get out of the water! Every recommendation left them in the water to die, despite the fact that in Canadian waters any time of the year hypothermia can kill in less than one hour of immersion time. Recommendation #38: "A film be made depicting the dangers of cold water and hypothermia in the memories of Erica and Megan." Not only does this completely and misleadingly avoid the issue of the dangers of canoes, it has absolutely no acknowledgement, like the other 39 recommendations, of the need to get the victims out of the water to live. The film idea seems to suggest that the girls were somehow responsible, for not knowing about the "dangers of cold water and hypothermia." In fact they were completely misled about the dangers of canoes! No-one willingly enters cold water fully clothed with no means to escape.

Any film would be much more appropriate to saving lives by showing how people can escape canoeing deaths by getting out of the water, and not dying of hypothermia. The coroner's office acts in a manner to continue to kill victims in the water by denying them a means to escape, and live.

More appropriately, The Megan and Erica Level Flotation Law for all Canoes and Kayaks would put an end to the needless deaths of children and adults who are left to die in the water. (Don't forget the American children too. About 20 American and Canadian children die in pain and terror every year! That is terrorism, the highest form of criminality: deliberately targeting the innocent and most vulnerable, but using Degading Propaganda to explain it was their own fault!

Hypothermia is not easily treated! If victims are moved too much or handled too roughly, blood from cooled limbs can rush to the heart causing arrest. It is absolutely imperative that any canoe and kayak victims are able to get out of the water immediately, so hypothermia cannot happen. If you force people to dress for immersion, they risk serious hyperthermia, heatstroke, when the air is warmer than the water temperature, not to mention the extreme discomfort and expense of wearing such wet suits or drysuits while paddling. People often don't want to wear PFDs because they get too hot paddling! (The Canadian Coroner's Jury Verdict was also seriously incompetent with respect to all of these medical aspects of the investigation into the deaths. They could not have made for more deadly canoeing  for future Girl Guides if they were all drunk!)

Of course don't blame the jury! The Coroner, the Coroner's Office in Toronto, and Nancy Komsa, Crown Attorney in attendance to see that the Law was upheld, all received FAXes from me, during the Inquest. The Sault Ste. Marie courthouse knew me and the administrators did forward each document. Dr. Legge apologized to me over the phone, a week later.

Finally, there is a canoe and kayak culture based on the "superiority" of certain people, over others who are defined as "inferior", largely by their cruel and agonized deaths. You can see this culture, if you know where to look in the canoeing and kayaking magazines, where an endless amount instruction and skill aquisition is discussed as necessary. Otherwise the public is simply asking to die because they "don't have enough." However, the instruction, skill aquisition, and necessary accessory equipment, costing hundreds of dollars is literally never-ending.

It is impossible to have "enough." and in some brochures "just wearing a PFD is enough", although PFDs cannot magically get people out of the water. So they can die in PFDs in increasing numbers, as we see some years in USCG data. All of this paraphernalia and expensive hype neglects attention to the single lifesaving necessity: A means to get out of the water (The Level Flotation Standard provided by CO2 sponsons.) The fraud scheme to sell useless and deadly ideas for money is obvious in the canoe and kayak industry.

There is also an ego factor among the instructors who set themselves up as experts over the "inferior" victims. The instructors and experts derive great satisfaction apparently, from pronouncing on their superiority, and the "foolish" dead paddlers who simply did not "practice" enough. Whether the practice was in rolling or paddlefloat rescues, or dozens of other ideas that are supposed to save lives; all are just fraudulent tricks to make money. And they offer no means to escape from the deadly water where people die. The issue of "practice" is a common theme in all books. Any "rescue" that must be practiced is not a rescue, it is a fraudulent trick to kill people: in the hope that fear of death will coerce them into buying expensive instruction that is very time-consuming, to make maximum profits.

This is all very obvious. And the sense of entitlement to murder innocent people is breath-taking, especially for any intelligent outsider viewing the cult process. I have pretty well destroyed the ability of the newsgroup rec.boats.paddle to lure many more people to their deaths. However I do let the occasional post slip through uncontested as an experimental control,  just to show the depth of depravity in the canoe and kayak culture:

It does not seem to be very difficult for the canoe and kayak industry to trick the Coast Guard into allowing "safety exemptions" so they can murder large numbers of citizens for huge profits!

Another area related to endangering victims, and then blaming victms for their own deaths, is the use of so-called "scientific" information. Here is an article by John Winters who is described as a canoe and kayak designer. He is rather confused, and very confusing to be sure. But the gist of his contention is that wider canoes and kayaks are less stable in waves, but more stable in calm water. (I believe that he innocently thinks this. But it is rather confusing. The truth is that wider canoes and kayaks, like the Military kayaks below are always more stable in calm, waves or breaking waves. Period.)

"Seaworthiness and Stability

Which type of boat is best in severe conditions - a wide stable boat with lots of form stability or a narrow boat with low form stability? Be careful, this is a trick question. Neither answer is always correct. Yes, there are plenty of experts on both sides claiming to be the one true religion and a cottage industry has grown up around rescue devices to help right boats after the “inevitable” capsize or to make unstable boats stable and, therefor, safer..."

Please note that the term ISED (Inflatable Stability Enhancing Device) is Sea Wings Sponsons. Mr. Winters has contended that sponsons are both safe and dangerous since he believes apparently that sponsons that make kayaks and canoes more stable will capsize them in waves. The US Military Kayaks are wide folding kayaks with internal sponsons, plus my sponsons outside of that: Very Wide!

"basic, no nonsense...dramatically increase...safety and...capabilities... It should be noted that within the North American civilian sea kayak industry there is some controversy...Sea Wings' direct competition with...the paddle float...the merits of Sea Wings...far outweigh those of the paddlefloat...During the IMKP 1994 we used Sea Wings with all our rescue boats as back-up flotation/stability for awashed kayaks needing assistance pumping out in heavy seas. In addition, IMKP's rescue kayak was fitted with Sea Wings on a permanent basis which allowed us to be far more stable in possible rescue operations...Sea Wings dramatically increase re-entry operations with capsized boats. Indeed, even with heavily loaded boats (those approaching 1000 lbs.) most paddlers can easily re-enter the kayak. However the most notable advantage of Sea Wings is with lightly loaded boats; ie, those kayaks which are far less stable (more tippy) than fully loaded boats. Recovery operations are far more difficult in these boats and most students have extreme difficulty in mastering the necessary techniques. This is compounded in heavy seas. Sea Wings offers an almost guaranteed method of re-entering a lightly loaded kayak even in heavy seas. Stability increase in heavy seas. Paddling in extremely heavy seas is difficult. Sea Wings offer the crews an additional method of dealing with such sea states. One of the most dangerous situations a detachment can find itself in is that of towing a disabled crew with full operational loads in heavy seas at night. The employment of Sea Wings dramatically increases the safety margin. In my opinion, this is one of the sponsons' most important contributions to MAROPS. Winters:

"This is simple enough and the obvious conclusion is that a nice wide boat would be just perfect. It would too if (and this is the big “if”) we always paddled in smooth water with no waves. All of this that applies most satisfactorily in the static condition falls apart in the dynamic situation of breaking waves. Because a wide boat has so much form stability it tends to follow the shape of the waves... "

Not true with the wide Military Kayaks Above, equipped with the ISED Sea Wings Sponsons, adding another 6 inches to each side. In fact Mr. Winters, if he were in breaking waves, would be less likely to capsize in a wide kayak than a narrow kayak. So it is with anyone. It is rather obvious and easily tested in waves with both wide and narrow canoes and kayaks.

Sea Kayaker Magazine documents sponson stability safety February 2000, p.33: "off-the-chart secondary stability". A trained naval architect with impressive credentials, intentionally designed this kayak for safety and rescue stability to be "off the chart", with sponsons.

Mr. Winters and a small cult of deadly "experts" are describing matters that are quite outside of the bounds of human reality. One has to question why anyone would set up such a crazy belief system in the public domain, on a website, Swift Canoe and Kayak, Canada, when this is so obviously untrue to any reasonable person. Mr. Winters complains about sponsons frequently, together with many other 'experts' who attempt to sell all kinds of dangerous ideas like no Level Flotation Standard for canoes and kayaks to save lives.

Winters:

"Any increase in the righting arm for a given angle of heel raises the metacenter and, correspondingly, the metacentric height. The result is greater stability at small angles of heel and is called form stability because it is the direct result of changing the hull shape or form. Most often this is accomplished by increasing the beam either by designing wider boats or adding some type of inflatable stability enhancing device (ISED)... Unlike ships, sea kayaks depend to some degree upon the crew’s efforts to maintain an upright condition and therein lies one of the problems with narrow boats - if one is fatigued, injured, sleepy or just unable to respond to conditions the risk of capsize increases. This, of course, is one argument for greater stability.  There is another fallacy to the narrow boat argument. Simply raising the center of gravity (CG) can reduce the stability of a wide boat to the point where it too can be easily heeled to present the best attitude to beam seas. Once again we are led down the path to the wider boat but have we considered everything?...Comparing Figure A and B (here I have shown a boat equipped with ISED’s but the same results are obtained from a wide boat without the ISED’s) reveals that the wider boat has more surface area exposed to the maximum force of the breaking wave."


The wider and more stable the canoe or kayak the less likely it will be to capsize in waves or calm water. The narrower craft will be more likely to capsize in waves or calm. This is obvious. This is easily tested. And the US Military kayakers as well as thousands of others have already tested this! This fact is already evident to most elementary school children.

For some fun at the expense of  the "experts", simply take a dozen of them in the very narrow kayaks that they prefer. Place in calm water before a wind comes up to create small waves (less than 2 feet high.) Take a dozen novices, even young schoolchildren with no previous instruction or experience in very wide kayaks; as long as you make certain that they are not afraid. (This is not a torture experiment, unlike "normal" canoeing and kayaking that has terrified tens of thousand of children, some of them to death.) Place in calm water as above with no paddles, and no paddles for the "experts" either, to test the stability of narrow kayaks against wider kayaks. What happens. (Hint: the "experts" soon have difficulty keeping their body weight perfectly centered over the keel line of the narrow kayaks, even in calm water. It only takes a little bit of weight placed to either side to unbalance the kayak and capsize. The novices and kids have no trouble keeping their weight centered near the keel line. And it does not matter if they make a mistake; because the wide kayaks have lots of buoyancy on both sides, to keep them upright, in calm or small waves.

Some "experts" capsize in calm water, and none of them can remain upright as the waves get higher. I suppose this is no surprise to anyone. The Law of Gravity works on water or land. These experts have not discovered an anti-gravity machine. This is not rocket science. This is egregious stupidity, among other things that people might find to describe this. Mr. Winters contributed to the US Coast Guard sponson study. He belived in expert rolling then. Some of his friends are quoted too. I have many pages of "discussions" with this cult. Good to see them identified on the USCG website. I have read his recent work in which he admits rolling is awfully tough for anyone. Winters:

"So far we have seen that both wide and narrow have drawbacks. What, then, is best?  The answer lies in our intents. For day paddling in benign conditions a more beamy boat will feel more secure and serve nicely for novices. On the other hand, if breaking seas are expected, then the narrower boat is best. Conversely if we spend extended periods of time in open water then a beamier boat is best but with the qualification that it must be ballasted sufficiently to deter capsize and must not be so beamy as to have excessive initial stability. Does this mean that narrow boats are more seaworthy than wide boats? Absolutely not. So long as the boat can be heeled to present a favourable attitude to the waves the adverse effects of beam can be offset... What concerns us is not beam but stability, how it is achieved and how it affects seaworthiness.  It matters not whether a boat is wide or narrow but whether it provides suitable stability for normal paddling in non-threatening conditions but is still tender enough for easy heeling into breaking waves. This will vary with the paddler’s skill and size...As a simple guideline, I find that any boat easily heeled with a hip flick to approximately ten degrees is sufficiently tender for handling most waves but any boat that heels easily to ten degrees with only small shifts in weight may be too tender for casual paddling. Nevertheless, sea kayaks with high form stability are always more susceptible to capsize by breaking waves than a boat with less form stability. It is myth that increasing beam increases safety just as it is a myth that a narrow boat is always safer."  ©2004 Swift Canoe & Kayak

Are you confused yet? What does this say about safer canoes and kayaks! All it takes for death is to capsize a canoe or kayak with no easy, fool-proof and fail-safe means to get out of the water. The statement is confusing: "As a simple guideline, I find that any boat easily heeled with a hip flick to approximately ten degrees is sufficiently tender for handling most waves but any boat that heels easily to ten degrees with only small shifts in weight may be too tender for casual paddling." This makes it impossible for any rational person to be able to choose what kayak or canoe is safest. The whole article on the Swift Canoe website confuses persons about ISED sponsons, used by the US Military Special Forces Kayakers above. It is no wonder that there are so many canoe and kayak deaths in Canada and the US. Self appointed experts are allowed to confuse innocent people with rubbish, sell narrower kayaks and canoes that are more likely to capsize, and even state that sponsons (ISED) will make canoes and kayaks more likely to capsize through greater beam in waves. It would seem that since Life Rafts are relatively much wider or beamier than even the widest canoes and kayaks, these people would be against any kind of life raft as well (in case it is used in waves after a ship sinks!)


Incidentally, narrow kayaks demand much more expensive and time-consuming instruction. So they are far more profitable to the industry in instruction dollars; although they are less than 2.9% of all kayaks sold, regarded as "touring" kayaks by the National Marine Manufacturers Association. See their website. The narrow touring kayaks are a tiny percentage of the "touring" group", that include models that are well over 24 inches wide. Most people don't want to constantly capsize. Nor do they want to spend literally thousands of dollars on constant instruction (that requires constant practice.)

This ignorance is freely spread around to confuse, and sometimes kill innocent victims who don't realize that a narrower kayak is always more lilely to tip than a wider kayak, whether in waves or in flat calm. Here is another example from Rec.Boats.Paddle. This person apparently is voicing an opinion that most elementary school children are aware is patently false! Perhaps the cult thinking is so rewarding for this person that he does not mind appearing so recklessly foolish to the majority of society, let alone misleading regarding canoe and kayak safety.

I include the following post from the same person to illustrate several points. First, there is no mention of CO2 powered PFD sponsons as in the information to Admiral Loy, Commandant, USCG in Chapter 1. The USCG website was the first to acknowledge these sponsons as significantly different, in the April 2002 minutes of the National Boating Safety Advisory Council, mentioned in Chapter 1.

The posters below are referring to the 1987 sponsons (This is apparent, despite very plentiful information regarding CO2 sponsons, available to these people in other posts by myself over a long period of time.) It would appear that the CO2 sponsons are much more threatening to vested interests since they require no more instruction than a USCG approved inflatable PFD. And they create much more powerful stability!)

It is obvious that email communication is full of problems and frustrations for these people. (True for most of us at times.)

You will note that canoes and kayaks are always vulnerable to fast-changing weather that they are too slow to outrun. Old saying on the water: "If you don't like the weather, wait 15 minutes."

Bullshit!  I've spent years sailing (inland lakes and offshore, racing and cruising),
canoeing and kayaking on flatwater and WW - in a variety of different craft as
well.  I've been taught by a number of the best sailors and paddlers I could find.

One thing I know is that one _cannot_ determine what a kayak can do with
only a short paddle.  It takes several day's worth of paddling under widely

Sponsons _are_ a re-entry aid for kayaks.  Get a clue.  Just because you

John Winters has designed a number of canoes and kayaks for both racing, touring
and WW.  Examples include the Swift Kippawa canoe, the Swift Bering Sea kayak
and the QCC kayaks.

Bullshit - I've experienced those squalls running into Lac des Chenes in sailboat
racing when I was a member of BBYC many years ago.  They come in so
fast that a paddler well into the lake would _not_ have time to get to shore.
If you want to stay in little puddles then you can stay off the water if
storms come up.  If you want to travel by kayak then you are, of necessity,
required to be able to deal with storms.  Paddling off many ocean coasts
and Great Lakes regions, like parts of Notre Dame Bay in Newfoundland means
paddling for many kilometers with no safe landing along the way.  If you can't
deal with this then you aren't ready for real sea kayaking.

I never said anything of the kind.  You claim that kayaks are unstable and
need sponsons.  I'm claiming that they are not that unstable and that
there are many options for re-entry beyond just sponsons.

In what way?  I tell people to make sure they are trained for the conditions that

Instructors or anyone who is selling the "secrets" of canoe and kayak safety. 4. Mcgraw-Hill publishes at least 2 books, despite all warnings, that contradict the Law of Gravity! Both Knapp and Hanson argue that wider kayaks are less stable in waves in your books! In order for this to work, the Law of Gravity would need to be repealed for narrower kayaks in waves!

5. Hanson (referring to my sponsons, p.89): "Care must be exercised with such systems, however, as they effectively add up to a foot to the beam of the kayak, with a resulting loss of responsiveness in steep waves. If a float-equipped kayak did capsize, righting it would be troublesome."

Hanson is terribly stupid. Overturned canoes and kayaks are difficult to turn upright since they are slippery and have no easy means to grasp the hull unless they have sponsons on! Any child can easily right a kayak merely by putting body weight on top of a sponson, sinking it, since all sponsons have no greater buoyancy than 80 lbs. Hanson's type of sponson actually has about half that buoyancy force!

Mcgraw-Hill also owns Standard and Poors, the economic thinking machine that issued strong "Buy" orders at the Stock Market regarding the Asian economy some years back. That is, right up until the economy collapsed completely, costing investors hundreds of billions. Only then were recommendations changed. Standard and Poors was much worse than no economic forecast. So you can understand why the company stands behind its' policy on having no Law of Gravity for narrow kayaks in waves, although the same narrow kayaks in flat calm are affected by the Law of Gravity normally (i.e. they will tip more readily than any wider kayak). To be more precise: Mcgraw-Hill has actually invented a disappearing and reappearing Law of Gravity, in special circumstances involving narrow kayaks in waves and calm water, to the surprise of the entire world.

If you have any doubt about the willingness of US corporations to lie, even if it kills people, here is another example. Ford is suffering financially as a result of lying about the stability of their SUV. Mcgraw-Hill is also quite willing to suffer public humiliation to sell some deadly kayaking books.

Note that recreational kayaks below are by far the most popular form of canoes/kayaks sold today. They are $500 and less! They are less likely to capsize due to wide beam, which may account for their overwhelmingly greater popularity compared to narrower kayaks. But without sponsons, there are no rescues for these types of boats either. (Although some Coast Guards use them as rescue craft, carried abourd the Zodiacs, when equipped with sponsons!)

The huge sales in recent years of  "recreational" kayaks has meant that these kayaks are now quickly catching up to open canoe deaths. See National Marine Manufacturers Association website: there has been a marked increase of "sit-in recreational" kayaks" (41.2 % of all kayaks sold in 2001, 48.6 % of all kayaks in 2002.) This number, a 7.4 % increase, and 48.6 % of all  kayaks, is very significant for the instuctors like the American Canoe Association. Do you want to try to roll any of these? The ACA cannot roll these! Whitewater canoes are very rare, almost non-existent. Of all kayaks sold, 5.2% are whitewater, 2.9% are touring. Only these types have cockpit fittings to permit rolling, if you are better than the World Champs in Greenland who need to be rescued by powerboat. (Sea Kayaker Magazine, Feb. 2001, p.41)

Of course, after rolling once, the expert is merely in the same capsizing conditions again.Without sponsons there is no way to get out of the water to live. Even the ACA instructors admit that they cannot be pumped out because the cockpit is far too large for any sprayskirt (to prevent more water from just pouring in again.) And they cannot be rolled because they are far too wide. Of course rolling narrow kayaks does not work to save the lives of experts as seen throughout this book. Pumping out any kayak is unworkable due to problems handling pumps and sprayskirts (Sea Kayaker Magazine, February, 2003, p.29). And any boat that cannot be pumped out is very unstable, unless it has sponsons. Recreational kayaks without sponsons are death-traps.

The "Jagoda Aronoff Kayak Safety Amendment H-4456" in Massachusetts is a positive response to the threat to life by these kayaks, as seen by an Association of Harbour Masters in Massachusetts. (Two young women died near Cape Cod in kayaks, in 2003.) Actually they were deliberately sacrified for fraudulent profits. They were murdered and died agonizing deaths.

But in July 1961, the building hummed with an unusual amount of activity as people came and went through its doors at hourly intervals. The increased traffic was due to the arrival and departure of participants in an experiment with unexpected findings that would make it one of the most significant-and controversial-psychological studies of the 20th century.

The research was the brainchild of 28-year-old Stanley Milgram, then a recent graduate with a Ph.D. in social psychology from Harvard’s department of social relations. The name Stanley Milgram may not elicit the kind of instant recognition as, say, Sigmund Freud. And though he was something of a Renaissance man, making films and writing poetry, Stanley Milgram was no Sigmund Freud: He did not attempt an all-encompassing theory of behavior; no school of thought bears his name. But what he did do-rather than probe the interior of the human psyche-was to try to expose the external social forces that, though subtle, have surprisingly powerful effects on our behavior.

Milgram’s research, like Freud’s, did lead to profound revisions in some of the fundamental assumptions about human nature. Indeed, by the fall of 1963, the results of Milgram’s research were making headlines. He found that an average, presumably normal group of New Haven, Connecticut, residents would readily inflict very painful and perhaps even harmful electric shocks on innocent victims. The subjects believed they were part of an experiment supposedly dealing with the relationship between punishment and learning. An experimenter-who used no coercive powers beyond a stern aura of mechanical and vacant-eyed efficiency-instructed participants to shock a learner by pressing a lever on a machine each time the learner made a mistake on a word-matching task. Each subsequent error led to an increase in the intensity of the shock in 15-volt increments, from 15 to 450 volts.

In actuality, the shock box was a well-crafted prop and the learner an actor who did not actually get shocked. The result: A majority of the subjects continued to obey to the end-believing they were delivering 450 volt shocks-simply because the experimenter commanded them to. Although subjects were told about the deception afterward, the experience was a very real and powerful one for them during the laboratory hour itself.

That year, the headline of an article in the October 26 issue of The New York Times blared, “Sixty-five Percent in Test Blindly Obey Order to Inflict Pain.” A week later the St. Louis Post-Dispatch also informed its readers about the experiments-in an editorial lambasting Milgram and Yale for the ordeal they put their subjects through. That article marked the beginning of an enduring ethical controversy stirred up by the experiments that sometimes overshadowed the substance of the findings.

Those groundbreaking and controversial experiments have had-and continue to have-long-lasting significance. They demonstrated with jarring clarity that ordinary individuals could be induced to act destructively even in the absence of physical coercion, and humans need not be innately evil or aberrant to act in ways that are reprehensible and inhumane. While we would like to believe that when confronted with a moral dilemma we will act as our conscience dictates, Milgram’s obedience experiments teach us that in a concrete situation with powerful social constraints, our moral sense can easily be trampled...

It wasn’t just Asch’s work that influenced Milgram. Milgram’s interest in the study of obedience also emerged out of a continuing identification with the suffering of fellow Jews at the hands of the Nazis and an attempt to fathom how the Holocaust could have happened. A poignant illustration of this can be found in a letter Milgram wrote from France to his schoolmate John Shaffer in the fall of 1958:

"My true spiritual home is Central Europe, not France, the Mediterranean countries, England, Scandinavia or Northern Germany, but that area which is bounded by the cities of Munich, Vienna and Prague.... I should have been born into the German-speaking Jewish community of Prague in 1922 and died in a gas chamber some 20 years later. How I came to be born in the Bronx Hospital, I’ll never quite understand."

During a period of a year, Milgram conducted more than 20 variations of the basic experiment to see how changing aspects of the experimental situation might alter subjects’ willingness to obey. Four days after Milgram’s last participant was studied, the Israeli government, after a lengthy trial, hanged Adolf Eichmann for his role in the murder of 6 million Jews. The action seemed to anticipate the important role Milgram’s experiments would come to play in debates about how to account for the behavior of the Nazi perpetrators..."

I should point out here that this man stunned the rec.boats.paddle newsgroup with his casual reference to a "handgun" whenever he goes out. He also referred to his future attendance, in a few months, at a canoe building workshop in Algonquin Park, Ontario. At that time, on rec.boats.paddle, he said that he was a "carpenter", residing in Nevada. He phoned me at my home. He is not stupid, and he was aware of the law. He was more articulate to me on the phone, than his post to Amazon.com would suggest. I only applied Scientific Psychological Principles, as the Milgram studies at Yale Univesity would have suggested to any educated person: to inform the "subjects" at rec.boats.paddle that they were in fact hurting and killing innocent citizens, even children.

As stated in my review title, the only scam going on with canoes and kayaks in America is this book put out by Tim Ingram. To use a relevant cliché, Tim obviously has only one ore in the water. I can clearly understand the Mr. Ingram would like to see not one more person die in a paddling accident, however, I believe his claims and statements are motivated by the lack of industries willingness to integrate his products into their designs.

The idea that the government is conspiring with the paddling industry to kill people is absurd.

They all laughed at Professor Kaczynski until he started using the Post Office to send his messages, he's now known as the Unabomber. Let's hope Mr. Ingram doesn't start mailing these poor selling, gas-charged tubes."

The CO2 sponsons are well-known to the above poster. The CO2 sponsons, when set as the lower sponson in the picture below, allow spilling-out of most of the water, so any 10 year old girls can rescue themselves and large, disabled adults, who only need to crawl over the submerged gunwale. It is good to know that in waves (when the young girls would be sitting on the seats, not standing up to demonstrate the enormous stability created by the Couple of airbag sponson buoyancy with a ton of Water Ballast. This is a common principle of naval architecture.

This is why rec.boats.paddle is better-behaved today. If they were allowed to continue their "Darwin" explanation that citizens deserved to die, we would probably have more deaths today in the US, Canada, and throughout the world. *

I am continuing to contact your office until I am assured that your office is saving the lives of US citizens. (If you are already doing this, please just let me know.) The death rate in his crime is so high that I am certain that you can understand my insistence here. Incidentally, I am a US citizen, born in Bellefonte, Pa.; although I live in Canada, contact information below.

Re: 1000 US Canoe and Kayak Deaths

I have been contacted by other State Departments of the Attorney General, Media, Law Associations, the National Association of State Boating Law Administrators, and others, to acknowledge their receipt of this information.

High human emotions arise from this murderous bait and switch scam, that has caused such a high death rate. The highest death rate in US history. It is fortunate that canoes and kayaks are relatively few in number:

"All national paddlesports organizations combined comprise just one percent of committed users and a tenth-percent of the total user group...To represent paddlers to regulatory agencies with legitimacy, an organization should represent at least 10 percent of the sport's committed users...The ACA is the paddlesport organization best placed ...to protect paddlers from paddlecraft registration, required education and mandated PFD use...protecting our sport from needless government regulation." (Paddler, Sept./Oct., 2003, p.84)

You will notice above that the American Canoe Association and their partner, The Professional Paddlesports Association are self-admittedly a tiny "cult" that makes money from the deadliest canoes and kayaks possible. They continue to trick the US Coast Guard into giving them funding while other offices of the USCG are expressing grave concerns over the death rate. It will be noted above that they resist PFD use and any other obvious safety measures.

They sow much confusion among goverment safety officials by saying they make canoes and kayaks as safe as possible, including PFD use for example; while in fact they sell only the most deadly instruction and the most unsafe canoes and kayaks possible. This is a "macho" approach that is now an anomaly in Public Safety Policy. However, they continue to kill about 100 children and adults every year in the US.

Until your office intervenes effectively, this crime will continue to be the deadliest public safety oversight in US history. And the deadliest contradiction of public safety policy:

"Rescue must just work: For anyone, without practice. Like a CO2 Rescue Sponsons Life Raft, or PFDs, or seatbelts in cars. Rescue that needs practice is obviously unreliable and lethal: Accounting for many canoe and kayak deaths.

An increasing number of dead US victims (32%) are now found dead wearing PFDs. They die in PFDs in 70 degree Florida waters!

Use an inexpensive ($50) rescue life raft, used all combatants in WW1 and WW2. Both a Life Raft and a PFD are important: But only the Life Raft is sufficient to save lives; since "most victims do not sink immediately, but struggle on the surface of the water for variable lengths of time", below*. A PFD cannot get you out of deadly water, only help get you to the canoe/kayak rescue life raft: A good reason to always wear one.

*All Lifesaving courses recommend throwing buoyant lifesaving "rings" or using long poles with a grab loop to get drowning victims out of the water; since most victims do not sink immediately, but struggle on the surface of the water for variable lengths of time. These victims do not fall into the water wearing a PFD. (Also, most canoe and kayak victims not wearing PFDs do not sink immediately: US Coast Guard BARD narratives.) Most city waterfronts have highly visible rescue stations with these devices.

If victims are out of reach, then rescuers are endangered by plunging into the water to save the drowning victim. See the 7 and 10 year old girls in the pictures below, and on the book link. You will notice that all emergency services (police, ambulances, fire departments etc.) can use this superior, inexpensive, lightweight, easily portable and high-capacity CO2 canoe/kayak Rescue Life Raft to get many more than one victim out of the water. (You might think that the canoe and kayak industry would try to increase sales by using this rescue safety instead of turning off people who are rightly afraid of capsizing and dying in canoes and kayaks!)

Perpetrators of fraudulent canoe and kayak instruction can face life terms after conviction in court. Two were convicted of the manslaughter of 4 students wearing PFDs, in kayaks, in the UK. Others have just killed 2 eleven-year-old Girl Guides in PFDs, May 31, 2003, with national media coverage.

1. The US Coast Guard report 071-01 reveals: "Canoes and kayaks have by far the highest fatality rates per million hours of exposure (.42) as any other boat type". In use hours, canoes and kayaks have a far higher death rate than the deadliest vehicles: Ford/Firestone had 200 deaths 1993-2000, but these vehicles were far more numerous and were driven far more hours daily. Canoes and kayaks are far fewer, and are not paddled daily! They are much more deadly than any car when used.

2. "A total of 105 canoeists and kayakers drowned in 1998. Canoes and kayaks have the highest fatality rate of all boat types ñ double the rate of personal watercraft and 4 times higher than open motorboats." (Before the Subcommittee on Coast Guard and Maritime Transportation of the U.S. House of Representatives, May 15, 2001, BOAT/U.S.)

3. Canoes and Kayaks are a very tiny but very deadly industry. National Marine Manufacturers Association: "Canoes and kayaks have almost 15 % of all US Boating Fatalites, but only 3.5 % of all boating participants. (Actually much less than 3.5 % since this figure includes inflatables, dinghies, rowboats, etc.)"

Canoes and kayaks are statistically the easiest means (in use hours) to kill citizens...who confirmed what the US Special Forces Military Kayakers (10th airborne, Fort Devens) had confirmed only a couple of months before, at a meeting of NATO military kayak teams from nearly a dozen allied countries:
"basic, no nonsense...dramatically increase...safety and...capabilities... It should be noted that within the North American civilian sea kayak industry there is some controversy...Sea Wings' direct competition with...the paddle float...the merits of  (the Sea Wings' Life Raft)...far outweigh those of the paddlefloat." *It is tough for ethical instructors to work in an organization that insists on "rescue" that all books and magazines have admitted "can't work". The books have a plethora of criticisms of various "rescues" that need other "rescues" because the former are failure-prone, that in turn need the latter "rescues", that in turn also need other "back-up" rescues (they too are failure-prone), that also need other "rescues". And all of these "rescues" need "much, much practice." This is ridiculous; but deadly scams do not make sense, except to the money-takers!

Recently 2 Girl Guides were killed by this scam, in canoes near Sault Ste. Marie, Ontario. These dear, treasured children joined the graves of the Temiskaming Twelve, and the hundreds of other Canadian and American "canoe and kayak children", in the last few years. Winds are always sudden and unpredictable on any waters.

5. Water is extremely deadly (25 times the rate of body heat loss compared to air, PFD or not.) So if you wanted maximum deaths, you would invent canoes and kayaks with no self-rescue ability (No Life Raft Rescue Sponsons.) Then you would create organizations with a taste for money and rescue instruction that does not work.

The US death rate for canoes and kayaks averages just over 100 annually. The only thing that has changed is that more of the dead are wearing PFDs now, (32% in the latest US Coast Guard statistics.)

6. Obviously only a dedicated and organized approach could kill so many, given the relatively few numbers of canoes and kayaks in society: Just waiting for a sudden gust of wind, or other entirely unpredictable threat to life.

The American Canoe Association can immediately see the value of an inexpensive ($50), built-in, CO2 gas-powered Rescue Life Raft, made by 2 Sponson floats with 80 lbs. of buoyancy each. Otherwise deflated in 2 tiny containers above the waterline. (There are no other options. Rescue boats for all? Propellors are dangerous, and large boats are tricky, rescuing victims. Cell phone? Radio? Stupid. There are always electronic problems near water, among other issues, like range and exposure time. High tech is also by far, the most expensive idea. Helicopters are relatively slow, few are available, and they are very expensive.)

A $50, CO2 Sponson Rescue Life Raft (1 lb. each, with oral back-up, identical construction to inflatable PFDs), built-in to every canoe or kayak, can not only rescue the original victims, but also, many other victims in the water. More than double the number of lives in the original canoe or kayak, and paddle them to shore. (Or live for days sitting out of the deadly waters, like any life raft.)

Almost all police and other rescue personnel can see this.

7. A few "expert" kayakers and canoeists do contend that they can always "roll up"; (but they are contradicted by the majority of authors who recommend re-enter rolls, since rolls fail so often, as evidenced by the Greenland Championships, Sea Kayaker, Feb. 2001, p.41.) Or they try to perform similar, difficult techniques; and insist that the general public should too. Some deliberately lie, to say that narrower kayaks are more stable than kayaks with Sponsons; although only wide kayaks and canoes with sponsons or equivalent beam stability, have crossed both Atlantic and Pacific Oceans. This is an apparent attempt to make kayaks as unstable as possible to sell fraudulent instruction.

Rescue must just work: For anyone, without practice. Like a CO2 Rescue Sponsons Life Raft, or PFDs, or seatbelts in cars. Rescue that needs practice is obviously unreliable and lethal: Accounting for many canoe and kayak deaths.

The monetary value of deadly instruction is many times the profit of one canoe or kayak sale.

First of all I am grateful for the information provided to me by Mr. Kanehl, on the telephone several weeks ago. I now realize that canoe and kayak safety, as handled by the USCG, is a different process than used by the Consumer Product Safety Commission, that has direct control over unsafe products.

I have also noticed this fact, in research of the US Coast Guard's website. For example the docket process such as the following, with respect to the PWC:

The Federal Boat Safety Act of 1971 (46 U.S.C. 4302) gave the Coast Guard the statutory authority to issue regulations establishing minimum safety standards for the manufacture of recreational boats and associated equipment. The Coast Guard subsequently issued the regulations that appear in 33 CFR Parts 181 (certification regulations) and 183 (manufacturing regulations). Those regulations establish standards for the manufacture of conventional types of recreational boats...the Coast Guard may issue exemptions from the regulations after determining that doing so will not adversely affect boating safety. Since 1972, the Coast Guard has granted exemptions from the regulations with respect to certain non-conventional boats including personal watercraft (PWC)...

The manufacturing regulations, in 33 CFR Part 183, intend to: (1) Reduce capsizings, swampings, and sinkings involving monohull boats less than 20 feet in length; (2) reduce the incidence of fires and explosions involving boats equipped with permanently installed gasoline engines; and (3) reduce falls overboard from outboard powered boats...The flotation regulations intend to ensure that manufacturers equip recreational boats with sufficient flotation material to induce people to remain with the boat when the boat becomes swamped with water. With sufficient flotation material, the boat will serve as a safety platform where people can remain until located and rescued. Flotation regulations require manufacturers to equip boats with enough flotation material to provide either basic flotation or level flotation depending upon the boat's propulsion system. A maximum persons capacity determination in accordance with the safe loading regulations is an essential part of the flotation formulas for both basic and level flotation....

My research has also investigated the American Canoe Association and their "strategic partner" Professional Paddlesports Association that is also their roomate, located at their same address, as mentioned in the ACA magazine "Paddler", Sept./Oct. 2003, pp. 84-85

The most interesting part of this research is the fact that both in the magazine and the websites of both organizations, the ACA admits to a membership far lower than they have stated to the Attorney General of Florida:

The association currently has approximately 35,000 members, roughly half of which are full members and half of which join as temporary "event" members, In addition, there are approximately 20,000 non-member subscribers who receive the association's Paddler magazine, Membership in the association has increased significantly over the past five years, from a total of only 5,000 members in 1993. The expansion of membership has been a high priority for the association in recent years, and its success in this area is attributable to enhanced membership benefits (primarily Paddler magazine) and pro- grams, as well as increased marketing, particularly through direct mail. As a result of this ongoing campaign to build membership, the association has developed relatively sophisticated marketing capabilities for an organization its size, including the dissemination of neatly one million pieces of promotional literature and other printed information (including association publications) each year. Helping to fuel this growth in membership has been a continually high rate of membership renewal (81.5% in 1998) by industry standards, indicating a strong level of satisfaction and organizational affinity among members. 1998

I am not receiving any serious response from your organization, (a few of the responses I include below, to give you an idea.) I realize that the FBI and Homeland Security are seriously concerned with the Public Safety Infrastructure of US citizens.

This is really not so surprising to any rational person. Water is extremely deadly (25 times the rate of body heat loss compared to air, PFD or not.) So if you wanted maximum deaths, you would invent canoes and kayaks with no self-rescue ability (No Life Raft Sponsons.) Then you would create organizations like the American Canoe Association, (ACA), with a taste for blood.

5. It is very simple. The above organization murders children (and adults) with such dedication, that no criminal group (serial killers et al.) can come to within 10 % of these fatality rates. The American Canoe Association, (ACA), 7432 Alban Station Blvd., Suite B-232, Springfield, VA 22150-2311, phone: 703-451-0141I, has not contested these charges since the last 350 US deaths.

6. Obviously, only a dedicated and organized approach could murder so many, given the relatively few numbers of canoes and kayaks in society: Just waiting to murder a citizen, with a sudden gust of wind or other entirely unpredictable threat to life.
Only a fool or a murderer cannot immediately see the value of an inexpensive ($50), built-in, CO2 gas-powered life raft, comprised of 2 Sponson floats with 80 lbs. of buoyancy, each. (There are no other options. Rescue boats for all? Propellors are dangerous, and large boats are tricky, rescuing victims. Cell phone? Radio? Stupid. There are always electronic problems near water, among other issues, like range and exposure time. High tech is also by far, the most expensive idea. Helicopters are relatively slow, few are available, and they are very expensive.)

A $50, CO2 Sponson Life Raft (1 lb. each, with oral back-up, identical construction to inflatable PFDs), on every canoe or kayak, can not only rescue the original victims, but also, many other victims in the water. More than double the number of lives in the original canoe or kayak, and paddle them to shore. (Or live for days sitting out of the deadly waters, like any life raft.)
Almost all police and other rescue personnel can see this.

7. The "bait and switch fraud" technique (like Enron), confusing whitewater with "touring" canoe and kayak safety has been used for a decade against the US Coast Guard by the ACA, (for example, the next paragraph); although whitewater deaths are entirely different (very quick when held under the water in a river, not the prolonged, hypothermia-type touring deaths), and whitewater deaths represent a very small percentage of total annual canoe and kayak deaths.
This "bait and switch" fraud technique is shown in the minutes of the NATIONAL BOATING SAFETY ADVISORY COUNCIL, Sheraton Inner Harbor Hotel Baltimore, Maryland, 22 - 23 April 2002. The ACA (Mr. Yeager), says Sponsons are for whitewater use. This is a contradiction of the ACA letter to the Attorney General of Florida the previous year, that clearly states any kind of Sponson is a non-whitewater device!

The monetary value of deadly instruction is many times the profit of one canoe or kayak sale.

Safety must just work, not depend on instruction that is more than a few minutes of verbal communication: just like passenger ferries, airliners, bicycle helmets, seat belts, and PFDs.

All of this is indicates a deadly anomaly in Public Safety Policy. From bicycle helmets to life rafts and inflatable emergency ramps on all passenger ferries and airliners, canoes and kayaks reveal that a unique murder program exists, that is permitted to be practised by canoe and kayak instructors, and other canoe and kayak investors. Cars are sold not only with seat belts, but a plethora of other safety options. Canoes and kayaks can also be sold by safety.

The above safety devices, like PFDs, just work; no practice is needed. Only fast, simple instructions are needed. All public transportation safety systems and bicycle helmets used by expert cyclists, just work. Like inexpensive, CO2 powered Sponson floats, (with oral inflation back-up and construction identical to Coast Guard approved Inflatable PFDs): Canoe and Kayak Safety/Rescue Sponsons create a very effective life raft, obviously.

An increasing number of dead victims (approaching 50% in Canada) are now found dead in PFDs. They die in PFDs, in 70 degree Florida waters!

The most interesting aspect now is that deliberate perpetrators of intentional canoe and kayak deaths would normally face life terms after conviction in court. They have just murdered 2 Girl Guides, with national media coverage.

Test pilots, NASA engineers and Coast Guard employees, among many other professionals, remind me to persevere in this mission to save lives. They recount their own encounters with "the system", that sometimes has just killed a fellow worker: "Safety is no Accident!"

RE: Multiple Murder Charges: American Canoe Association and Professional Paddlesports Association, 7432 Alban Station Blvd., Springfield, VA, USA.

Your State now houses these criminals, who are responsible for over 1000 US deaths in canoes and kayaks during the past 10 years; as documented in a letter sent to the Attorney General of Florida in 2001, that is discussed in referenced correspondence and the book link below.

I have now compiled thousands of pages regarding these murders. These murderers routinely murder innocent children and adults: Leaving them to die in the water with no means of escape, and thinking they will never see their loved ones again.

Never before in the history of the United States has there been this singular, high death rate; nor such a tiny, organized murder program, (less than "a tenth-percent of the total user group", as below). The US Coast Guard has begun to address this terrible issue, but the USCG is not designed to respond appropriately to criminal lobby groups. This is the job of the department of the Attorney General, Virginia.

Dutiful USCG officials and many other government officials recognize canoe and kayak deaths continue at an unabated rate despite increased PFD use; while USCG grant money encourages the tricking of victims into deadly waters in canoes and kayaks. More dead victims are now wearing PFDs, as tallied by USCG statistics and other studies.

The murderers in the State of Virginia send victims across the US to their deaths in canoes and kayaks while blaming them, even children, for not "practising" enough in swimming pools. Although the murderers know that all canoeing and kayaking books recognize that all of these "rescues" are extremely deadly due to intrinsic unreliability, even with much practice. These "rescues" are intended to fraudulently take money from the public, while maintaining as high a death rate as possible: A Death Rate that is supposed, in turn, to create a demand for the expensive, time-consuming, and fraudulent "murder" instruction. Any attempts to lower the canoe and kayak death rate, such as mandatory PFD use, are thwarted to murder more US citizens. Note below:

"All national paddlesports organizations combined comprise just one percent of committed users and a tenth-percent of the total user group...To represent paddlers to regulatory agencies with legitimacy, an organization should represent at least 10 percent of the sport's committed users...The ACA is the paddlesport organization best placed ...to protect paddlers from paddlecraft registration, required education and mandated PFD use...protecting our sport from needless government regulation." (Paddler, Sept./Oct., 2003, p.84)

These murderers advertise specific programs that are designed to murder American schoolchildren, Boy scouts, Girl Guides, and YMCA campers. (I am an American citizen. I am am also a former Scoutmaster and YMCA counsellor.)

These US murderers do not contend that they are not murdering US citizens, in court or any other public arena, despite these murder charges directed toward them hundreds of times, over several years. A few officials in the US Coast Guard, the National Safe Boating Council, and NASBLA may be confused; and may even contend there are "rescues". These same officials are however, unable to maintain this contention after "three simple questions" or less, without lying (or committing perjury), in view of the established facts that these swimming pool "rescues" fail even the most diligent and practised "experts". These "rescues" are impossible for any judge and jury to perform in a swimming pool, obviously.

The CO2 Sponson Canoe and Kayak Rescue/Life Raft permits immediate rescue of anyone; being rather obvious.

These thousands of pages will become part of a new book, evemtually to be completed following  certain coroners' inquests and other proceedings (that involve US Coast Guard Search and Rescue personnel and other professionals who are dutifully involved in saving the lives of children and adults in canoes and kayaks.). There is much documentation that reckless disregard for the value of human life in kayaks and canoes is dramatically reduced by my confrontation of these individuals. An Internet usegroup that was surveyed by the USCG Canoe and Kayak Sponson Study is one example of the effectiveness of  this confrontation.

Canoe and kayak deaths across the US will similarly show a marked decrease with your intervention, Mr. Kilgore.

You are not dealing here with a large murder cult. Only the ringleaders need to be prosecuted to end these canoe and kayak murders. Only the leaders of Enron fraud schemes are now prosecuted to punish those crimes; although many others at Enron were involved at some level.

Fundamental legal principles bring justice to crimes. Punishing and preventing criminals from committing more crimes. Of course Enron did not murder an average of 100 US citizens annually for a 10 year period. Eclipsing the total numbers of serial murders in the US by a wide margin!

Failure to prosecute these murderers will ensure the continuing murders of US citizens in canoes and kayaks, just as failure to prosecute any other crimes will result in higher rates of crime. Please telephone me immediately to assist your prosecutions. My address and contact information is below.

Just one footnote regarding these kinds of interventions by the State Departments of the Attorney General:

Last year California successfully convicted 2 people charged with 2nd Degree Murder after a woman was torn apart by dogs belonging to the couple. (The husband was convicted on a lesser charge and the wife, on appeal, eventually had her conviction reduced from murder to manslaughter, according to the newspapers, Time Magazine etc.)

These murderers at trial showed no remorse for the victims, and no intentions to try to make amends to society. Just like your murderers in Virginia. When murder charges were laid, some US news releases contended that these charges were unwarranted ("dogs will be dogs"). However the State Attorney's office stated that the case was identical in principle to someone shooting a gun into a crowd, killing an unknown but innocent victim. This is the case in Virginia: Killing victims across the US in canoes and kayaks, knowingly the very highest death-rate boats in the US, without practicable safety or rescue; but easily made inherently safer, becoming a superior rescue craft in the process (C02 sponsons costing $50 at the canoe/kayak factory.)

Ironically, the tiny canoe and kayak industry can only increase sales dramatically by making canoes and kayaks much safer. An aging population and the current "turn-off" of no safe, easy and practicable rescues if capsized, guarantee this! Schools, the YMCA, Boy Scouts and Girl Guides (who have all suffered great anxiety over child canoe and kayak programs, and deaths), are a considerable factor as well.

I must step-up my current mission to All Intervention Parties in view of the terrible death toll, and the evidence that these efforts are very effective in saving lives.  Thank you.

Thank you for the feedback! Frontline rescue personnel have been frustrated by the canoe and kayak death rate for a decade (1000 dead US citizens).

The US Coast Guard has required the "Level Floatation Standard" for small open motorboats for decades, (internal flotation so these boats support passengers while flooded, and they can sometimes be rowed to shore in this condition.) Of course the US Coast Guard would likely have required the "Canoe and Kayak Level Flotation Standard" long ago, if it were not for the ACA/PPA "Murder Program", tricking legislators into allowing victims to die in the water, PFD or not, by means of the Rescue Instruction Fraud Scheme.

Obviously, as below,* All Lifesaving courses recommend throwing buoyant lifesaving "rings" or using long poles with a grab loop to get drowning victims out of the water; since most victims do not sink immediately, but struggle on the surface of the water for variable lengths of time. These victims usually do not fall into the water wearing a PFD! Most city waterfronts have highly visible rescue stations with these devices.

If victims are out of reach, then rescuers are endangered by plunging into the water to save the drowning victim. See the 7 and 10 year old girls in the pictures below, on the book link. You will notice that all emergency services (police, ambulances, fire departments etc.) can use an an inexpensive, lightweight, easily portable and high- capacity CO2 canoe/kayak Life/Rescue Raft to get many more than one victim out of the water.

Of course trained rescuers are not 7-10 year old girls! The life raft sponsons would be set lower in the water than the girls' canoe, so a fully-flooded canoe is self-bailing by leaning on one 80 lb. buoyancy sponson to spill out most of the water. They would paddle seated, not standing up; although an adult could stand up, even in a fully flooded canoe, since the water operates as neutral buoyancy ballast in couple with the sponsons' buoyant force: More stable, especially in wind and waves, than unflooded with sponsons. (Rescuers may look down into the water for example, where a drowning victim was last seen submerging). This explanation of stability is easily understood by any elementary school science class. How intelligent or criminal do you think the ACA/PPA is?

This rescue craft has far superior advantages than buoyant rescue boards used by some harbour police to reach victims in water, or in broken ice rescues. The CO2 canoe/kayak Life Raft/Rescue Raft has far greater capacity to rescue many victims at once, it is lighter and more easily portable, even by one (even an untrained rescuer, since this is so obvious) rescuer; as well as permitting at least 2 rescuers aboard, if resources permit.

(I have tested this type of craft many times, when the waters of Georgian Bay begin to freeze, sliding the Rescue Canoe/Kayak Raft hundreds of feet from shore on very thin ice, in very strong winds and waves, until reaching open water, when I just hop aboard and paddle away. I know enough to hop on the canoe/kayak if the ice breaks, then slide the craft toward open water, pushing against broken edges of the ice. Note: For Ice Rescues, Use Solid-Sponsoned Canoes and Kayaks, Permanently Built-in and Properly Designed.) Any canoe and kayak can be transformed into an effective Rescue/Life Raft if the sponsons are suitably designed. Instruction, practice, and experience are not needed; although obviously, potentially useful. But the little girls needed none! It is all very simple: Plain and obvious.

If the ACA/PPA were not running a Murder Program, you would think they would use these Rescue capabilities of any sponsoned canoe and kayak to sell canoeing and kayaking through Safety. Just like cars are sold by safety features. No!

The ACA and PPA sell false rescues to murder those who take their instruction. More importantly, they murder many more people who don't have the time, money or patience for fraudulent and highly complicated rescues that don't work! They insist on canoes and kayaks being as lethal as possible. They have murdered 1000 US citizens in 10 years, by denying them any kind of Rescue/Life Raft Sponsons since 1993. This is documented in the letter to the Attorney-General of Florida, that you can read in the book below.

The ACA/PPA are murderers. They are not "stupid", "goofy" or "child-like". They knowingly send victims to their deaths in canoes and kayaks.

Thank you all for your comments regarding "Extremely High and Needless US Canoe and Kayak Deaths", several weeks ago. There is now sufficient evidence to charge the ACA/PPA with Multiple Murders, having achieved in every year over the past 10 years, a higher death rate (in exposure hours), than The Present Iraq War! Thankfully the US canoe and kayak industry is tiny.

The ACA and PPA plainly and obviously make canoes and kayaks as deadly as possible, wearing a PFD or not. They resist mandatory wearing of PFDs, as well as any other laws to make canoes and kayaks much safer: "...mandatory paddlecraft registration, PFD usage, operator-education programs and user licensing...It's unlikely that this large "starter group" would paddle at all were operator education required...All national paddlesports organizations combined comprise just one percent of committed users and a tenth-percent of the total user group...This does not compare well with other outdoor sports addressing regulation...To represent paddlers to regulatory agencies with legitimacy, an organization should represent at least 10 percent of the sport's committed users...No paddling organization approaches...The ACA...instructional programs..need simplification, and new programs focusing on fewer skills in more marketable formats, but those efforts address only the most committed paddlecraft users...The ACA is the paddlesport organization best placed ...to protect paddlers from paddlecraft registration, required education and mandated PFD use...protecting our sport from needless government regulation." (Paddler, Sept./Oct., 2003, p.84)

Only a dedicated, and well-organized Murder Program can achieve so many dead US citizens from the tiny canoe and kayak industry! The ACA/PPA are far more cruel and bloodthirsty than any cult in US history! Boy Scouts, YMCA campers, and May 31, 2003- two dead 11 year old Girl Guides! This is an effective Washington, D.C. murder lobby group.

They are cruel and dedicated murderers, leaving children, mothers and fathers, brothers and sisters to die in the water, with no means of escape. Most Victims die slowly, thinking of loved ones they will never see again.

1. The US Coast Guard report 071-01 reveals: "Canoes and kayaks have by far the highest fatality rates per million hours of exposure (.42) as any other boat type". In use hours, canoes and kayaks have a far higher death rate than bin Laden (who used many hundreds of thousands plotting constantly over 10 years to murder thousands.) Canoes and kayaks are far fewer, and are not paddled constantly! Canoes and kayaks have a far more deadly death rate than the IRAQ war at this time! (Easily calculated by number of soldiers exposed to a deadly environment all of the time, against canoe/kayak use, not paddled constantly, and very few numbers paddling.) The Ford/Firestone scandal killed 200 between 1993 and 2000, this most popular SUV was more numerous, and each was driven many more hours daily, than canoes and kayaks were paddled daily.

2. "A total of 105 canoeists and kayakers drowned in 1998. Canoes and kayaks have the highest fatality rate of all boat types ñ double the rate of personal watercraft and 4 times higher than open motorboats." (Before the Subcommittee on Coast Guard and Maritime Transportation of the U.S. House of Representatives, May 15, 2001, BOAT/U.S.)

3. National Marine Manufacturers Association Data, "People Participating in Recreational Boating 2002": 71,644,000 Total.

4. National Marine Manufacturers Association Data, "People Participating in Recreational Boating 2000": 69,820,000 Total.
Estimated Participants Canoes/Kayaks 2000, including rowboats, inflatables, dinghies, etc. are 3.6 percent of boating participants 2000. (946,000+1,550,200= 2,496,200/69,820,000 X 100, NMMA Data 2000.)

5. Total boating deaths, Year 2000 (US Coast Guard BARD) = 701, canoe/kayak= 104, 14.8 per cent of all boating deaths. (including rowboats and inflatables, 38+16= 54, 158/701 X 100= 22.5 percent)
Canoes and kayaks are almost 15 % of all US Boating Fatalites, but only 3.5 % of all boating participants. (Actually much less than 3.5 % since this figure includes inflatables, dinghies, rowboats, etc.) Canoes and kayaks are more than 422 % fatal, more fatal than any other type of boat!
Since $50 CO2, 5 second emergency inflatable sponsons have been available; there have been 300 canoe and kayak deaths in the US!

The American Canoe Association's Critical Judgment: Understanding and Preventing Canoe and Kayak Fatalities: "While the ACA understands the rational (sic) behind NASBLA and USCG efforts to review canoe and kayak design and function issues such as hull floatation and supplemental floatation, (Sponsons, my italics), the ACA believes it is critical that any such reviews adequately consider the critical importance of other canoe and kayak performance characteristics to boater safety." (p.27)

This study deliberately attempts to murder more US citizens.
This study is seriously flawed by false statistics, for example:
1. Total canoe/kayak fatalities 1998: 90, table 2; 86, table 7. Serious internal errors and contradicted by USCG BARD 1998: 105 drownings, 10 other.
2. Total canoe/kayak fatalities 2000: 103, table 2; 105 table 7. Smaller internal errors and BARD 2000 contradictions: 93 drownings, 11 other. Total 104.

But most importantly it recommends the most effective means to murder by canoe/kayak: Deny victims any means of getting out of the water where increasing numbers die in PFDS according to the above study (which is true, according to BARD, and Canadian statistics.) In 1998, 17%; 2000, 32% Died wearing a PFD.

I applaud the new interim PFD ruling for children under 13. I believe a similar ruling for all adults in canoes and kayaks is justified, in view of the evidence that so many victims are unable to rescue themselves when canoes and kayaks capsize, (the recommended "best" canoe and kayak rescues are impossible for almost all of the public, even in swimming pools.) These rescues, in all books, other publications and "interviews with experts" acknowledge that "practice, practice and more practice" are necessary, as well as this constant practice focusing on many more than just one "rescue", due to inherent unreliability, (even in swimming pools), and even for highly experienced paddlers! Any canoe and kayak "safety", so dependent on constant practice and a multitude of different "rescues", due to all having intrinsic unreliability, underlines that this "safety" is in fact not safe. And is highly defective and dangerous if expected to save human life.

This Simple, inexpensive ($50 US), and foolproof "supplemental floatation", factory-installed (creating a Life Raft from 2 large floats), has been available for over 3 years, to allow victims to get out of the water after flooding, capsize, or other emergencies. This $50 CO2 Life Raft is created in 5 seconds by 2 large floats (Sponsons), that are otherwise almost unnoticeable, contained in 2 tiny containers. Containers Marked "Emergency Rescue", above the waterline (weighing 1 lb., having oral inflation back-up and construction identical to Coast Guard approved Inflatable PFDs) This does not interfere with normal canoe and kayak use, as stated by the ACA and Professional Paddlesports Association above: "...consider the critical importance of other canoe and kayak performance characteristics to boater safety." Instead of simply making it possible for victims to easily escape death, the ACA/PPA murders them.

The profits from deadly canoe and kayak instruction are affected! However, so few canoeists and kayakers find this expensive, time-consuming, and unreliable instruction worthwhile, that the ACA and PPA above, represent only their own tiny self-interests, while ensuring that canoes and kayaks are as deadly as possible: "All national paddlesports organizations combined comprise just one percent of committed users and a tenth-percent of the total user group." ("Paddler", Sept./Oct., 2003, p.84.)

The ACA/PPA has deliberately prevented the public from having any kind of lifesaving device built-in to any canoe or kayak. (CO2 sponsons are in tiny containers, costing $50 US factory-installed, to enable any canoe or kayak to be paddled to shore fully flooded; and pick up any other victims dying in the water, more than twice the number of original paddlers in any canoe or kayak that capsizes.) CO2 sponson equipped canoes and kayaks become effective rescue craft in 5 seconds!

BARD narratives of canoe and kayak fatalities over the years suggest that the majority of victims not wearing PFDs did not sink and drown immediately, but remained afloat long enough to use a 5 second, $50 canoe/kayak life raft. Like other time-proven lifesaving gear.

*Lifesaving courses recommend throwing buoyant lifesaving "rings" or using long poles with a grab ring to get drowning victims out of the water; since most victims do not sink immediately, but struggle on the surface of the water for variable lengths of time, long enough to grasp such universally recommended lifesaving devices. A 5 second canoe/kayak Life Raft is deployed similarly, to get victims out of the water.

In fact there are many articles and books pointing to the necessity of supplemental floatation (sponsons) to save human lives. The life raft concept is well proven: only canoes and kayaks with sponsons have crossed both Atlantic and Pacific Oceans! The sudden sinking of a large sailboat left a sailor in the water at night, with only a kayak, my early model sponsons stowed securely in the cockpit, and the kayak paddle tied to the deck of the kayak. The article (Seakayaker Magazine, Dec. 1997) describes the victim smashed against the kayak deck at night by large, breaking waves. However, he was able to deploy the sponsons and paddle the totally flooded kayak about 10 miles to the coast of Texas.

The ACA has now acknowledged the need for a very simple, fast to implement, inexpensive and foolproof safety program for canoes and kayaks (funded by a USCG grant), in their commercial magazine: Paddler, Sept./Oct., 2003, p.84.

This Fast Safety Program for Canoes and Kayaks has existed for over 3 years now (about 300 US deaths according to BARD; since annual recorded canoe/kayak deaths are usually near the 100 mark). This Safety Program, in the form of a US patented, CO2 powered, supplemental floatation system for canoes and kayaks, takes only a few minutes of verbal instruction, as on airliners and passenger ferries, as with helmets and PFDs.

If a life raft is immediately available in 5 secs., by inflating the CO2 canoe and kayak sponsons (that are otherwise unobtrusively concealed above the waterline of any craft), they can escape death by getting out of the water easily. The kayak or canoe is fully flooded, and therefore is so low in the water as to be easily re-entered.

Safety must just work, not depend on instruction that is more than a few minutes of verbal communication: like passenger ferries, airliners, bicycle helmets, seat belts, and PFDs.

The ACA report above is highly misleading to murder as many US victims as possible, noting that the ACA/PPA is against mandatory PFD use, above-cited: "It should be noted that the findings of Critical Judgment indicate that the most significant floatation factor in canoe and kayak fatalities is the failure to wear personal floatation. Nothing in any of the accident narratives reviewed for this study pointed to hull floatation, or the lack thereof, as a major factor." (p.27) In fact more dead paddlers are now wearing PFDs since more PFDs are thankfully being worn, but PFDs cannot magically get victims out of the water, where they die. (The rate of body heat loss in water is 25 times the rate in air.)

Victims must get out of the water to live. PFDs do not get people out of the water; although PFDs should always be worn, like all sailors and airmen on all sides in the past 2 World Wars, who were thereby assisted in reaching a Life Raft. Without the Life Raft they died in mandatory, military PFDs.

Without the supplemental floatation stability of sponsons to stabilize any capsized and flooded canoe or kayak, paddlers die; even in "warm" 70 degree waters.

BARD and Canadian records indicate that about 1000 US citizens, and about 500 Canadians since 1993 have died; when the instructor lobby groups like the ACA decided to make money by condemning sponsons, ensuring canoes and kayak are as deadly as possible, to make instruction dollars.

For example: NATIONAL BOATING SAFETY ADVISORY COUNCIL, Sheraton Inner Harbor Hotel, Baltimore, Maryland, 22 - 23 April 2002:
"Mr. Tsuneyoshi had an observation then a question... He then asked where the ACA stood on automatic inflating sponsons for canoes...Mr. Yeager responded that it was a debate over sponsons. He said that the ACA did not have an official position on the issue, but that there were some applications where it would be appropriate. He added that it was something that needed to be looked at closer to make sure there is no downside to it affecting maneuverability. He compared the device to training wheels, which serve a purpose to a certain extent. He said that this was an issue being pushed by the private industry."

Sponsons were never designed for whitewater. Mr. Black, ACA Education Director made this clear in a defensive letter to the Attorney-General of Florida, 2001. Nor do they affect maneuverability, since 7-10 year old children are able to turn fully flooded canoes weighing over 1000 lbs. and paddle to shore at 2 knots, with neither previous experience nor instruction. The ACA has deliberately confused and misled governing bodies like NASBLA and the USCG for over 10 years.

Send this Washington murder cult, posing as a lobby group, to court immediately. They have claimed 100 times more victims than the Washington D.C. snipers now on trial. They kill about 100 victims annually, according to BARD, while using USCG grant money.

I am both a US and Canadian citizen. Canoe and Kayak Deaths can be almost entirely eliminated immediately.
